You have located those funds. dCornell is currently under construction by the adjacent property owner. The City did not construct Cornell. The City will be paying some OP on Cornell to the adjacent property owner. �✓ Waterford Apartments was constructed by Troy. Troy never submitted any design for Cornell Drive. You have tried to determine whether the easement referred to in the Troy Development Agreement was ever acquired by the City and whether the waterline was ever constructed in that easement but have not figured that out yet. Troy Subdivision does have water but it does not appear that it is connected where the development agreement says it will. Here are some questions that still have to be answered: Whether the easement was acquired by the City? Why did Troy tap in to a different waterline than specified in the D.A.? Is that waterline still necessary? Is the adjacent property going to construct the waterline and if so, will the City pay oversize participation on it? What are the actual costs of the design for Cornell Drive? What are the actual costs for the site preparation work for Cornell Drive? After you get all of these questions answered we can meet and discuss the developer and city obligations under the Troy Development Agreement.
