HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Molly Hitchcock Date: November 6, 2003 Email: mhitchcock @cstx.gov Item: Consideration, discussion, and possible action on a preliminary plat for North Forest consisting of 64 lots on 20.819 acres located at the southeast corner of the intersection of the Highway 6 northbound frontage road and North Forest Parkway. Applicant: Craig Browne as agent for North Forest, LLC. Staff Recommendations: Staff recommends approval of the preliminary plat as submitted. Item Summary: This preliminary plat consists of one, 5.221 -acre tract on the frontage road and North Forest that is zoned A -P Administrative Professional; 63 residential lots on approximately 13 acres of R -1 Single Family; and a 2.445 -acre greenway dedication of A -O Agricultural Open. Comprehensive Plan Considerations: This property was rezoned on October 9, 2003 to A -P and R -1 by the City Council in compliance with the Land Use Plan. As part of the property rezoning, it was determined that the floodplain should remain A -O. The 1.488 -acre floodplain area has been designated on the plat as an area appropriate for a greenways dedication to the City. Highway 6 is a freeway and expressway on the Thoroughfare Plan and North Forest Parkway is designated a minor collector. Budgetary & Financial Summary: No oversize participation is requested. Related Advisory Board Recommendations: The Parks Board considered the parkland dedication for the residential component of this plat on September 9, 2003 and determined that a fee in lieu of dedication was appropriate. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water required for plat: Each lot is required to have public water service, as shown on the plat. Water service will be extended from an existing 12 -inch water line along the East Frontage Road of SH6 /Earl Rudder Freeway. Water Service: Water to be provided to each structure, as required. Sewer required for plat: Each lot is required to have public sewer service, as shown on the plat. Sewer extension will come off an existing 30 -inch main located on the southeast property line. Sewer Service: Sewer to be provided to each structure, as required. Street(s) required for plat: All streets shown on plat are required for this subdivision. Streets /Access: North Forest Parkway is a minor collector. Residential access is precluded on collector streets and larger, where applicable. Off -site Easements required for plat: Not required. Drainage: Drainage form the property will be discharged into Bee Creek. Flood Plain: A portion of the property is located within FEMA regulated flood plain and is being preserved through zoning as A -O Agricultural Open and dedication as a Greenways Area. Oversize request: None at this time. Impact Fees: None. Parkland Dedication Fees: Fee -in -lieu of land was approved by the Parks Board on September 9, 2003.
