I called you just a moment ago and learned that you will not be in the office until Monday so I thought I would send you an email. There is some confusion on the first concern noted in your letter. The City's code does not require the spacing of trees at 20 [sic] and 32 feet. This is just a determination of the number of required canopy trees per street frontage (1 per 25 or 32 feet of frontage depending on the road classification)(Sections 7.5.D.1 & 2, page 7 -37). Clustering of trees is allowed. However, owing to the large caliper of trees to be planted, the spacing and resulting number of trees will be adequate. Regarding the setback for Live Oaks, I will approve the plan with the four trees in proximity to the sign planned for the corner of Copperfield and SH 60. I believe this addresses all of the remaining landscape concerns. I will approve the alternative plan with the minor changes noted in you letter. Please let me know if there are additional issues. I spoke previously with Molly Hitchcock about a couple of issues that we are facing regarding street trees. It was brought to my attention that item 741J in the General Development Standards states that a variance might be permitted for special circumstances. Hopefully, you will be able to help me resolve these issues. 1 am dealing with Highway 60, an arterial roadway and two lesser roadways, Copperfield Pkwy. and First American Blvd. City ordinance requires that the trees be spaced 20' and 32' on center respectively. I understand the intent of this requirement but I believe that our situation is unique. We will be planting specimen large Live Oaks averaging up to 11" in caliper. These trees will have a minimum spread of 20'. These trees will be so large at the time that they are planted that we are using a spacing of 50' on center. Otherwise the limbs will actually be touching in some places at the time that they are planted. This spacing will look appropriate and will be healthier for the long -term growth of the trees. Our client intends to install a second to none landscape plan that far exceeds the minimum point value required for the site. The planting will look anything but sparse. The second issue that 1 am facing is a requirement pertaining specifically to Live Oaks. Item #9 on 737 states that Live Oaks should be planted 30' behind the street curb. I understand that Joel Ross has already contacted you and determined that the setback would not apply to First American Blvd. We have ample space along Highway 60 and I have shifted a handful of trees that were not in compliance along Copperfield Pkwy. My only unresolved issue is at the corner of Highway 60 and Copperfield Pkwy. This corner has been selected as the location for our main sign introducing the site. We are proposing that four specimen Live Oaks be used as a backdrop for the signage. Only one of these Oaks crosses over the 30' setback but we are hoping that in the interest of maintaining a symmetrical appearance it will be allowed. Please consider an exception for these issues in the interest of completing a project that we feel will make everyone proud. Was a drainage report approved for this site in 2003? Can you provide the report; does it address if detention is being provided on or for the disturbed site, and certify that the existing, downstream public storm sewer is adequate for this new tie- in(s)? In the last few days, I'm told the contractor has attempted to connect private lines directly into the public RCP in the vicinity. Who is supervising or directing this subject construction? Formally, there should not be any construction beyond what was specifically approved related and depicted on the 03 -77 development permit. However, understanding that unpermitted work was related to the permitted work and part of the original larger site plan, John Logan has interacted with contractors on site to help resolve concerns. Lastly, is it your intention as well as the owner to perform these improvements under the development permit issued in 2003? The drawings we prepared are a more detailed plan of the original landscaping grading that was submitted in 2003. With this project we have gathered the surface storm water runoff from the western corner of the site (approx. 17 acres) in a shallow detention area just upstream of Copperfield Parkway. We are detaining this water and releasing it into an existing - junction box located just east of Copperfield. The detention pond will reduce the peak runoff entering the Copperfield Drive system as follows: 5 year: Ex. = 44 cfs Prop. = 32 cfs 10 year: Ex. = 49 cfs Prop. = 37 cfs 25 year: Ex. = 56 cfs Prop. = 42 cfs 50 year: Ex. = 64 cfs Prop. = 44 cfs 100 year: Ex. = 72 cfs Prop. = 47 cfs There is an emergency spillway provided at Elevation 294.0'. However, the 100 year water surface only rises to 293.50'. For these reasons we believe this system meets the requirements of the City of College Station. I have included a digital copy of the plans. One option was to use the deceleration, transition and storage for the left turn to First American Blvd and have only a skinny 4 foot median separation that allowed traffic to either turn left on First American Blvd. or go straight across to access the other driveway. Kim did not like the aesthetic appearance of this option. As there was originally a wall separation between the pool area and Copperfield Parkway, there was no 25 foot landscape easement in that area and the sidewalk was to parallel the roadway. Now that the hotel /conference center is not going to be located there, the desire is to route the sidewalk farther away from the roadway. We do have a 25 foot easement along the rest of the roadway, however, it is designated as a "landscape, drainage, utility and access" easement. In your review of their submittal, please make a comment that the easement needs to have these rights for us to construct a sidewalk in that area. FYI, the offer was made that, upon agreement of Don Adams, they could have McClure provide modification plans to Copperfield Parkway that would add a left turn lane at the location of the north intersection of the future loop road and construct an intersection apron west of the roadway. They would have to contract directly with Texcon for the work. We would authorize Texcon to perform these modifications under these provisions.
