Dear Mr. Thompson:
Thank you for taking the time to meet with me at the jobsite to discuss the storm sewer outfall
for this project. The purpose of this letter is to confirm the items we discussed and transmit the
section and calculations requested.

Summary of Items Discussed
1. The 2' wide concrete flume recently constructed downstream of the new Kwik Lube &
Tune was built too high. Consequently, the outfall ditch depicted on the approved
drawings for the Kwik Lube & Tune must be modified to connect to the higher outfall
elevation.
2. Kwik Industries, Inc. (Kwik) has already flattened the slope from the storm sewer
outfalling into the detention pond, thru the pond and thru the 15" outfall pipe in an effort
to "raise" the elevation of their discharge point into the drainage easement.
3. A six inch restrictor pipe will be grouted into the upper end of the discharge pipe.
4. Approximately fifteen linear feet at the upper end of the existing two foot wide concrete
flume will be removed and replaced to gain an additional ± 0.3' of outfall depth. This
will provide approximately 9" of fail from the Kwik outfall to the connection point on the
existing 2' wide concrete flume downstream of the carwash outfall.

5. Kwik will construct a two foot wide concrete flume per City of College Station standard
detail on a straight grade from their outfall point to the existing two foot wide concrete
flume. (downstream of the carwash outfall)
6. Spoils from the ditch/flume construction will be placed on the church side of the flume to
create a berm and ensure no overland sheetflow from the undeveloped tract behind the
carwash spills over into the church parking lot. These spoils will be shaped by the
landscaper and vegetative cover will be established.
7. Kwik will complete the final shaping earthwork on the detention pond and establish grass
cover in the near future.
8. Brooks & Sparks, Inc. will furnish The City of College Station with a typical section for
the concrete flume /ditch and design calculations which demonstrate that the section has
the capacity to convey the extreme event flow being discharged by the 6" restrictor, (i.e.
when the detention pond is full) Calculations enclosed.

Dear Ms. Cotter,
As a follow up to our meeting on Friday, September 18, I wanted to confirm the following design
issues we discussed:
1. The Waste Department approved the location of the dumpsters and the dumpster truck
route.
2. An additional 180 s.f. parking island will replace the proposed parking space on the west
comer of the .parking lot next to the dumpster.
3. According to the planning department, the proposed fire lane for the site will meet the
City's fire code. The access road is proposed to be widened so that the proposed Kwik
building will be counted no more than 150 feet from the fire lane. This solution to the
fire lane issue was discussed in your meeting with Glenn McDowell of our staff. Please
confirm acceptance to the Fire Department. An 8 %2 by 11 exhibit is enclosed for your
use. The existing curb along the access road adjacent to the flower shop is currently
painted as a fire lane.
4, The driveway on the northeast side of the site between the property line and the proposed
Kwik building will be signed as a one way route for all cars and dumpster trucks.
5, The Planning Department landscaping requirements are to be addressed in future site
submittals.
6. Subject to the survey results yielding an acceptable outfall channel depth, the proposed
detention facilities are approved by the Planning Department. The detention facilities are
designed to limit the post development discharge rates to those that exist under current
site conditions.

Thank you for your review of the above mentioned project site plan. We have reviewed your
comments and address them as follows:
PLAN G
1.. A new set of site plans with the information clearly presented is being submitted with this
response to distinguish between existing and proposed construction. See attached plans.
2 To comply with the City's parking requirem n , additional parking spaces have been
added. A total of 41 spaces is required and 4 have been provided on the site. See the
attached site plans for their locations. f
Both dumpsters will be screened with a minimum / 6 foot ooden fence. Front gates have

4. The water, sewer, and irrigation demands have all been adjusted from gallons per day to
gallons per minute on the Water and Sanitary Sewer Plan. The proposed water meter has

been changed from a 1" to a 3/4" meter on the Water and Sanitary Sewer Plan.
5. The location of the water meter has been noted on the Water and Sanitary Sewer Plan.
We were unable to locate the exact location of the irrigation meter, thus it shall be field
verified.
6. Additional flow lines for all storm pipes at the grate inlets have been added to the Storm
Sewer Plan.
7. The flow line of the 48" HDPE storage pipe has been adjusted on the Storm Sewer Plan
so that it will drain into the detention pond.
8. The Outfall Ditch Plan and Profile illustrates the proposed outfall ditch within the existing
easement. Our data shows no conflicts with any existing utilities within the easement.
The proposed outfall ditch continues to get shallower as it flows towards the catch basin
and meets the natural ground at approximately 800 feet from the outfall.
9. The City's approved Standard Detail for drop manhole construction has been added to the
Miscellaneous Details sheet.
10. The first sentence of the water line connection note has been revised on the Water and
Sanitary Sewer Plan to explain the water line connection.
11. We are aware that the subject site is within Sewer Impact Fee Service Area 92 -01 and
impact fees will be required at the time of the building permit.
12. Erosion control in the form of a straw bale fence has been added inside the detention pond
at the outlet and in the proposed ditch at the front of the site. See the Storm Water
Pollution Prevention Plan.
13. Additional top of curb and top of pavement elevations have been included on the Grading
Plan.
14. The slope of the detention basin walls has been added to the Grading Plan.
15. The Drainage Report has been updated using the City of College Station's Drainage
Policy and Design Standards for determining the post development runoff coefficient.
Using the City's criteria, the coefficient became larger yielding additional required storage
volume. A proposed ditch has been added along the frontage of the site to provide
additional detention. See the site plans for more details on the proposed ditch.
