SUBJECT: ST THOMAS AQUINAS (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested but could not complete a full
review due to an incomplete submittal. The following page is a preliminary list of staff
review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review:
One (1) revised site and landscaping plan.
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If
you have any questions or need additional information, please call Jennifer Reeves or

PLANNING
11. Please show all proposed construction (i.e. parking lots and buildings) in a darker
color and all existing in a lighter color. (very difficult to review)
-' 2. Please remove landscape information from the site plan. (site plan is too busy)
3. Provide the legal description for the subject property on the site plan.
'4. Note on the site plan whether or not the subject property is located within the 100 -
year flood plain, referencing FEMA map.
5. End islands must be sod or enhanced paving.
/6. A compliant ramp is being proposed adjacent to the alternate parking 2. This ramp
will have to be incorporated in a 180 sq. ft. island or you will need to provide a 180
sq. ft. end island on each side of the ramp.
'7. Please delineate which portion of the subject property is zoned A-0 and which
portion is zoned R -1.
8. The proposed fire hydrants on sheet SP1.1 and Civil set Sheet 1 do not match.
/ Please make appropriate adjustments.
i 9. The dumpster pad is required to be 12'x12' with a minimum opening of 12 -ft. for the
sanitation trucks to access the container. The enclosure only has 30 feet of
approach space and is at a 90- degree angle. (90 degrees would require 65 feet of
space in front of the enclosure). With the existing space the enclosure will need to
be angled at a maximum of 37 degrees. (Per Pete Caler, Sanitation Superintendent)
LANDSCAPING /STREETSCAPING /BUFFER
This is a Stop Review on the Landscape /Streetscape Plan, due to the lack of
points that are being provided (see comment #11). This does not constitute a
complete site plan review.
y10. Please note on the site plan that all disturbed earth must be 100% covered with
established grass or groundcover prior to C.O.
/11. As deemed by the Administrator the existing and proposed detention and retention
ponds cannot be considered as water features. The area of the new plaza cannot be
counted because it cannot be seen from the right of way (not in the public view).
/12. Show a barricade detail. Please be aware that 1 -ft. per caliper inch must be located
within the barricaded area and must not be disturbed. It appears from the drawing
that some of the existing trees will not be able to be properly barricaded because
they are located on a proposed end island that cannot be constructed without
disturbing the existing trees.
'13.AII new parking spaces must be screened from the right of way with a minimum 5-
gallon shrub (3 -ft. in height at planting) or a 3 -ft. berm. This is applicable to this site.

The Site Plan cannot be approved until the Final Plat is filed which cannot be done
until the infrastructure (sewer extension) that was required for platting is either
constructed or bonded.
2. Wet bore not allowed.
3. Public Utility Easements required for all public infrastructure. Ensure that existing
lines have easements. Infrastructure is not accepted until easements are in place.
4. Indicate that storm sewer is private.
5. Sht 5 — Rectify discrepancy between 45 MJ bend at Sta 210 +02.85 and 22.5 MJ
bend in Inset A.
6. Sht 5 — Show storm sewer in profile.
7. Sht 5 — Minimum bury of 4 feet.
8. Sht 6 — Domestic and irrigation meters need to be in PUE.
9. Sht 6 — Add blow off to lowest point in water line.
10. Sht 7 — Show water line in Storm Drain profiles A and C.
11. Drainage Report- You will need to show that the storm sewer you are discharging
into has capacity for you to do so. Most storm sewer systems are designed for 10-
year storms. If this is the case, you will be limited to the 10 -year storm.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2000i version of plat and /or site plan.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed.
Please address the comments and submit the following information for the plans
to be stamped approved:
Six (6) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached
(please submit additional copies to be stamped for your records).
Two (2) revised site plans; and
One (1) landscaping plan.

Planning:

2. Please remove landscape information from the site plan. (site plan is too busy)
> Landscaping information (graphics) has been removed from the site plan.
3. Provide the legal description for the subject property on the site plan.
> Legal description given by surveys has been added to the site plan.
4. Note on the site plan whether or not the subject property is located withing the 100 -year
flood plain, referencing FEMA map.
> Notation per the Civil Engineer has be added to the site plan. This information may
also be found in the civil drawings.
5. End islands must be sod or enhanced paving.
> Additional specific notation has been added to the site plan to reflect this requirement.
Previous keynote information has also be modified to correspond.
6. A compliant ramp is being proposed adjacent to the altemate parking 2. This ramp will
have to be incorporated in a 180 sq. ft island or you will need to provide a 180 sq. ft. end
island on each side of the ramp.
➢ This item was clarified via phone conversation with Jennifer Reeves: This ramp is
already incorporated in an end island (full parking lot space width & depth +
overhang). This ramp is being provided as a convenience feature to lead over to the
kitchen. The adjoining sidewalk is full width & corresponds to the width of the ramp /
island (all paved).
7. Please delineate which portion of the subject property is zoned A -0 and which portion is
zoned R -1.
> Notation & frontage line graphic have been added as requested.
8. The proposed fire hydrants on sheet SP1.1 and Civil set Sheet 1 do not match. Please
make appropriate adjustments.
> Graphic adjustments have been made to sheet SP1.1 to allow it to properly
correspond to the Civil drawings (Civil controls FH issues).

➢ The dumpster enclosure has been rotated & repositioned to allow for angled
approach per above noted requirements.
Landscaping:
10. Please note on the site plan that all disturbed earth must be 100% covered with
established grass or groundcover prior to C.O.
➢ Notation has been added to both the site plan and landscape plan to specifically
address this requirement.
11. As deemed by the Administrator the existing and proposed detention and retention ponds
cannot be considered as water features. The area of the new plaza cannot be counted
because it cannot be seen from the right of way (not in public view).
➢ Per more in depth review & discussion with Jennifer Reeves via phone, the City will
allow the existing pond to be reworked fronting Earl Rudder to be counted as a site
credit / water amenity. The existing pond to be reworked over by the existing Rectory
will NOT be allowed for credit as it is not visible to most public rights of way. The
proposed plaza paving will be allowed as a site amenity credit (additional computer
rendered view of courtyard spaces provided to City for demonstration of general
intent). Required point calculations have been adjusted accordingly.
12. Show barricade detail. Please be aware that 1 -ft. per caliper inch must be located within
the barricaded area and must not be disturbed. It appears from the drawing that some of
the existing trees will not be able to be properly barricaded because they are located on a
proposed end island that cannot be constructed without disturbing the existing trees.
> Barricade notation has been provided within the landscape legend. Per phone
conversation with Jennifer Reeves this is acceptable.
13. All new parking spaces must be screened from the right of way with a minimum 5- gallon
shrub (3 -ft. in. height at planting) or a 3 -ft. berm. This is applicable to this site.
> This issue was clarified via phone conversation with Jennifer Reeves: A shrubbery
landscape screen has been added to the perimeter of the new parking area the has
frontage towards Earl Rudder (can be seen from public right of way). Shrubbery
screen will not be required at the eastern parking.
Engineering:
1. The site plan cannot be approved until the Final Plat is filed which cannot be done until
the infrastructure (sewer extension) that was required for platting is either constructed or
bonded.
> The sewer extension is currently being bonded by Fretz Construction. At the time of
this resubmittal it is our understanding that the bonding process should also be
simultaneous in terms of timing.
2. Please see attached response sheets prepared by the Civil Engineer for specific
response on other engineering issues.
Electrical:
1. No specific response: items shall be per City general comments.
Miscellaneous:
1. No specific response: items shall be per City general comments. (note: notation regarding
irrigation system & backflow devices is currently provided on the site & landscaping plans.
