SUBJECT: WILLIAM BROOKE HUNTER ESTATES (PP) - Preliminary Plat
Staff reviewed the above-mentioned preliminary plat as requested. The following page
is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the following information submitted by Monday,
February 9, 10:00 a.m., your project will be placed on the next available Planning and
Zoning Commission meeting scheduled for February 19, 2004, 7:00 p.m. in the City Hall
Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and,
One (1) Mylar original of the revised preliminary plat.
One (1) copy of the digital file of the. preliminary plat on diskette or e-mail
to nmanhart@cstx.gov
Upon receipt of the required documents, this project may be placed on a future agenda
once all the revisions have been made and the appropriate fees paid. If you have any
questions or need additional information, please call Spencer Thompson or myself at

Project: WILLIAM BROOKE HUNTER ESTATES (PP) - 04-00500020
ENGINEERING
1. The required ROW for SW Pkwy is 90 feet. A 5-ft dedication is required on this plat.
2. City Staff has determined that the driveway/roadway location shown along SW Pkwy
is the proper location for a future median cut. In our meeting, an access easement
on this plat was discussed to provide the current drive to the gas station to the
proposed street across Lot 1 since left turns would be eliminated. This is not a
requirement of the Subdivision Regulations but is contained in the UDO and would
be addressed at Site Plan.
3. As for access along Wellborn, a comment from TxDOT is provided below. A single
access for the entire strip along Wellborn would be ideal.
4. The plat needs to show calculated BFE's along the 100-yr floodplain.
5. If additional water is needed for development of this site, the preferred connection
point would be along Wellborn.
6. TxDOT has the following comments: William Brook Hunter Estates - Will require
360' driveway spacing, edge to edge, on FM 2154.
7. Note 4 should reference the UDO.

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of rigid conduit for riser pole(s). Developer installs first 10'.
City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided by
the city).
5. Developer provides digital AutoCAD 2002 version of plat and/or site plan. Email to
rbolin@cstx.gov.
6. Developer provides load data for project.
7. Developer installs street lighting per city specs and design.
8. Developer provides temporary blanket easement for construction purposes.
9. Developer provides easements for electric infrastructure as installed for electric lines
(including street lighting).

Staff reviewed the above-mentioned final plat as requested. The following page is a list

Commission meeting scheduled for, March 4, 2004, 7:00 p.m. in the City Hall Council

STOP REVIEW due to tax certificate.
ENGINEERING
1. Tax Certificate must be up-to-date; not delinquent or passed due.
2. Provide easement requested below. If relocation of the line is planned, you must
submit a Temporary Blanket Easement in lieu of the platted easement. The
temp/blank would have to be submitted before the plat is approved by P&Z.
3. Does Lot 1 need to procure drainage rights across Lot 2?
4. In all likelihood, the City will require a cross access easement parallel to SWPkwy
across Lot 1 from Lot 1 R to the Private Access Easement at Site Plan. You may
dedicate one with this plat or as a separate instrument.
5. The drainage report has been received. Please provide an electronic copy of model.
The report shows that cross sections were modeled downstream of SWPkwy.
However, the downstream area (Schick Tract) does not appear on drainage area
map. The Schick Tract receives stream flow from across Wellborn Road through a
culvert and discharges stream flow through a culvert under Christine Lane. What
assumptions were placed in the model to account for existing 100-year conditions
downstream that affect flow under SWPkwy?

SUBJECT: FINAL PLAT for WILLIAM BROOKE HUNTER ESTATES
Item: Consideration, discussion, and possible action on a Final Plat for the William
Brooke Hunter Estates consisting of 2 lots on 9.7 acres generally located at Wellborn
Road and Southwest Parkway.
Applicant: Kerr Surveying, Agent
Staff Recommendations: Staff recommends approval of the Final Plat as submitted.
Item Summary: This item is for the consideration of a Final Plat for William Brooke
Hunter Estates. The property is currently zoned C-1. All lots meet minimum
subdivision requirements. The Final Plat complies with the approved Preliminary Plat.
Staff has looked at access conditions on the subject site and surrounding area. Ideally
along Wellborn Road there should be one main access point to the subject property.
Whether this will happen remains to be seen as TxDOT has informed the City that the
next available access point will be 360-ft north of the existing driveway into the
convenience store. Staff has discussed several options along Wellborn. City staff
discussed a cross access easement parallel to SWPkwy on Lot 1 from the existing
drive to the platted access easement. SWPkwy is classified as a minor arterial and the
future roadway section will have a median. Staff looked at the long term access issues
associated with this plat. The UDO, Section 7.3 Access Management and Circulation,
requires cross access easements in some cases. The cross access easement is not
necessarily a platting issue; although it is often a convenient time to provide one.
Easements required by the UDO may be dedicated at site plan.
The site contains FEMA floodplain associated with a tributary of Bee Creek. A
hydrology/hydraulic study has been performed to analyze floodplain boundaries, flood
elevations and future design possibilities.
Comprehensive Plan Considerations:
Land Use Plan: The following categories are shown for this site: high density
residential, residential attached and greenway. The entire property is currently
zoned C-1.
Thoroughfare Plan: Southwest Parkway is a minor arterial. Wellborn Road is a major
arterial.
Parkland Dedication: As long as the property is zoned commercial parkland dedication
is not applicable.
Open Space Dedication: None
Budgetary & Financial Summary: N/A
