Item: Consideration discussion, and possible action on a Final Plat for Westfield
Village Phase 3 consisting of 62 Tots on 16.6 acres generally located at Barron Road
and Victoria (future).
Applicant: McClure Engineering as Agent for BCS Development Co.
Staff Recommendations: Staff recommends approval of the Final Plat on the
contingency that the Preliminary Plat is approved by the Commission as a prior agenda
item.
Item Summary:
This item is for consideration of 62 single - family lots in Westfield Village Phase 3. The
tract is zoned PDD -H. The plat meets the requirements of the PDD zoning as approved
by the Commission. The approved setbacks are listed on the plat. As shown on the
plat, a side street setback is not applicable on a lot when the lot has greenspace
between it and the side street.
Comprehensive Plan Considerations:
Land Use Plan: Single- family residential
Thoroughfare Plan: Barron Road is a Minor Arterial, Victoria is a Major Collector
Parkland Dedication: Parkland dedication was approved by the Parks Board for a 4.3
acre dedication. This land was previously dedicated to the City by plat.
Open Space Dedication: Open space is planned for the subdivision as shown on the
Preliminary Plat. The open space will be owned and maintained by the HOA.
Sidewalks: Sidewalks /pathways are to be constructed to meet the zoning
requirements. These will be privately owned and maintained. The sidewalk/
pathway along Spring Mist and Windmeadows is required for this plat to meet City
Subdivision Regulations.
Compliance with Preliminary Plat: The plat is in compliance with the Preliminary Plat.
The Preliminary Plat must be approved by the Commission prior to this item.
Compliance with rezoning conditions: The plat is compliant with the approved PDD
zoning with the construction of the required pathways.
Compliance w /Subdivision Regulations: The plat is compliant with City Subdivision
Regulations with the construction of the required pathways.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Fire and domestic water is required for this plat.
Water along Victoria is shown on the City's Comprehensive Plan, Water
Improvements.
Water Service: Domestic water service to be extended to all lots.
Sewer required for plat: Public sewer to be extended to this phase. Sewer is
also required to be extended across Victoria. This line will be extended in the
very near future to Bald Prairie and Needham Estates subdivisions. See Small
Area Map.
Sewer Service: Sewer service to be extended to all lots.
Street(s) required for plat: Windmeadows, Tranquil Path, Trellis and Victoria
are all required.
Streets /Access: Access from lots will be to internal, local streets. No direct,
residential access will be allowed to Victoria.
Off -site Easements required for plat: None
Drainage: Drainage will be to a public storm sewer system and into a detention
pond along Newport.
Flood Plain: No FEMA floodplain on plat.
Oversize request: OP is requested for construction of Victoria and a 12 -in
waterline along Victoria.
Impact Fees: None
Parkland Dedication Fees: Parkland Development Fee is due for this
development. The fee is currently $358 per dwelling unit.
