HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Spencer Thompson Date: December 3, 2003 Email: sthompson @cstx.gov Item: Consideration discussion, and possible action on a Final Plat for Westfield Village Phase 2 consisting of 20 lots on 4.2 acres generally located at Barron Road and Newport Lane. Applicant: McClure Engineering as Agent for BCS Development Co. Staff Recommendations: Staff recommends approval of the Final Plat on the contingency that the Preliminary Plat is approved by the Commission as a prior agenda item. Item Summary: This item is for consideration of 20 single - family Tots in Westfield Village Phase 2. The tract is zoned PDD -H. The plat meets the requirements of the PDD zoning as approved by the Commission. The approved setbacks are listed on the plat. Comprehensive Plan Considerations: Land Use Plan: Single- family residential Thoroughfare Plan: Barron Road is a Minor Arterial, Victoria is a Major Collector Parkland Dedication: Parkland dedication was approved by the Parks Board for a 4.3 acre dedication. This land was previously dedicated to the City by plat. Open Space Dedication: Open space is planned for the subdivision as shown on the Preliminary Plat. The open space will be owned and maintained by the HOA. Sidewalks: Sidewalks /pathways are to be constructed to meet the zoning requirements. These will be privately owned and maintained. Compliance with Preliminary Plat: The plat is in compliance with the Preliminary Plat. The Preliminary Plat must be approved by the Commission prior to this item. Compliance with rezoning conditions: The plat is compliant with the approved PDD zoning. Compliance w /Subdivision Regulations: The plat is compliant with City Subdivision Regulations. Copy of Final Plat INFRASTRUCTURE AND FACILITIES Water required for plat: Fire and domestic water is required for this plat. Water Service: Domestic water service to be extended to all Tots. Sewer required for plat: Public sewer to be extended to this phase. Sewer Service: Sewer service to be extended to all lots Street(s) required for plat: Windmeadows Drive is required. Streets /Access: Access from platted lots will be to Windmeadows. Off -site Easements required for plat: A drainage easement is shown to accommodate the public storm drain system. Drainage: Drainage will be to a public storm sewer system and into a detention pond along Newport. Flood Plain: No FEMA floodplain on plat. The developer must accommodate the stream running through the subdivision and not create a floodplain situation on residential lots. Oversize request: None Impact Fees: None Parkland Dedication Fees: The Parkland Development Fee is due for this development. The fee is currently $358 per dwelling unit.
