Please address the comments and submit the following by an established deadline to be scheduled for a future Planning & Zoning Commission meeting: Two (2) copies of the preliminary plat; If you have any questions or need additional information, please call Spencer Thompson at 764.3570. Staff can not review the Final at this time due to the fact that the Preliminary is not effective and some lots do not conform to the PDD requirements. When Staff receives a Preliminary the plat can proceed. Reviewed by: Spencer Thompson Date: October 14, 2003 ELECTRICAL 1. Developer installs conduit per city specs and design. 2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city. 4. Developer installs street lighting per city specs and design. 5. Developer provides digital AutoCAD 2002 version of plat and /or site plan. email to rbolin(cr�cstx.gov 6. Developer provides temporary blanket easement for construction purposes. 7. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). 8. Developer provides the following easements. a. 5' easement between lots 7 & 8 on lot 8 block 2. b. 5' easement between lots 4 & 5 on lot 5 block 7. c. 20' easement in commons area behind lots 1 -9 block 7. d. Reviewed by: Ronnie Bolin Date: 10 -8 -03 NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. Page 2 of 2 WESTFIELD VILLAGE Phases 2 and 3 Construction Documents Engineering Review No. 1 Response The following is a response to the city review comment letter dated November 21, 2003 for Westfield Village Phases 2 and 3 Construction Documents: / ENGINEERING 1. Sheet 1. Show final over -all grading plan. / A grading plan for the site has been added to this sheet. 2. Provide erosion control at end of culvert crossing Crested Point. The box culvert under Crested Point Dr. has been removed from this phase of Westfield Village. 3 . Curved storm sewer not allowed. Curved storm sewer has been removed from the plans. ✓4. Culvert under Crested Point is public infrastructure. A PDE is needed. Provide design calculations for this culvert. The box culvert under Crested Point Dr. has been removed from this phase of Westfield Village. 5 . Sheet 6. It appears the major intersection of Victoria and Barron Road is designed to allow sheet flow over the pavement. The top of the hill that drains to this intersection is approximately 750 -ft away. The new roadway for Barron is currently planned as rural section with bar ditches. Please explain and provide flow information. This intersection is designed to allow sheet flow over the pavement. The drainage area for this intersection is shown on the drainage area map (Exhibit B of Drainage Report). The / stormwater flow rate for the 10 year event is 7.8 cfs. 6. Sheet 7. Storm drain in CA needs PDE. A PDE for this pipe has been added. 7 . Sheet 8. The west end of the storm sewer needs to be in a PDE. A follow up e-mail message was sent claming this comment in conjunction with the Phase 2 Final Plat Review Comments. In the message it was stated: Any infrastructure that is not in its final constructed condition cannot be accepted as infrastructure and does not need to be in an easement. This applies to the culvert on Spring Mist and the junction box on the Westfield Village, Phase 2 & 3 Construction Plans Page 1 City Review Response north end of Victoria. Please disregard the comments concerning easements as they relate to these two items. Therefore, no action has been taken regarding this issue. 8. Sheet 8. Provide calculations on the design of the temporary channel. Calculations are attached in Exhibits F -1 and F -2 of the Drainage Report Addendum.. 9 . Show how upstream flow from across Victoria is to be allowed to flow into the creek channel. Provide detail. No modification to the existing creek is proposed in this area. Stormwater upstream of Victoria Avenue will continue to drain as it does currently. The existing creek connects to the temporary channel at approximately station 11+80. Future phases of Westfield Village will extend Victoria Avenue across the creek and at that time infrastructure will be designed to accommodate the stormwater from the creek 1 0. Sheet 9. S -1 is to be extended across Victoria. �- The plans have been modified to show this revision. 11. Sheet 17. Maximum deflection in 20 -ft joint of DI is 12 in. Please add note on plans that deflection is to occur over a minimum of 2 joints. 1 12 This sheet has been removed from the plans. A project currently under way on the south side of Barron Road will build this water line. It was last determined on this 18 -in line that a 2 -in blow -off was insufficient to meet the TCEQ statement, "sufficient....blow - offs....for flushing the system when required ". i See response to comment #11. 13 . Pathway along Windmeadows is required in lieu of sidewalks per rezoning. The pathway is part of the required construction document submittal. The design of this sidewalk has been added to the plans. See sheet 17. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Monday, December, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for December 10, 2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Two (2) copies of the revised final plat; and, One (1) Mylar original with the appropriate signatures. ENGINEERING 1. It was discussed that the culvert on Crested Point Drive needs to be in a drainage easement. The easement can be included on this plat. 2. It was discussed that the culvert in the Common Area at the end of Spring Mist needs to be in a drainage easement. The easement can be included on this plat.
