Box 9253, College Station, TX 77842 Off /Fax: (979) 764 -0704 email: civil @rmengineer.com City of College Station 1101 Texas Avenue South College Station, TX 77842 RE: University Oaks, Section Two — Replat of Lots 15, 16, 20, & 24R — Block Five No Adverse Impacts — Drainage Letter RME No. 220 -0446 To Whom It May Concern: The purpose of this NAI Drainage Letter is to illustrate that the proposed construction on the existing Lot 20, Block Five of the University Oaks, Section Two subdivision will not cause any upstream or downstream adverse impact per Section 13- 5.E.11.a.1 of the Flood Hazard Protection Ordinance. The five (5) "test" of this ordinance are listed below and the appropriate response or data appropriately follows. These test results were determined by two (2) pieces of information. First, a Preliminary Lot Layout/Grading Plan was developed for the proposed lot re- development. Second, the HEC- RAS model, obtained from the City of College Station, was updated as discussed below. • Corrected Effective Model — The original HEC -RAAS model did not include a "blocked obstruction" at the existing/proposed structure location (RS 2900.00). Therefore the model was revised to include the existing residential structures footprint. Hydraulic data generated from the "Corrected Effective Model" will be the benchmark data used for comparison with proposed conditions; • Proposed Conditions Model — Utilizing the "Corrected Effective Model" RS 2900.00 was updated to reflect the proposed residential structure (as illustrated on the Preliminary Lot Layout/Grading Plan) intended to be constructed on Lot 20 (replatted to Lot 20R1 & 20R2). A comparison of this models data to the original model will illustrate whether the five (5) test of the NAI ordinance are being satisfied. No Adverse Impact Requirements: a) An increase in the base flood elevations. In the event that base flood elevations are not known at the time of submitting the information required herein, base flood elevations must be determined; As illustrated in the column identified as "A" the water surface elevations calculated do not illustrate any increases in the BFEs; b) Creation of additional areas of special flood hazard area; The columns identified as `B" and "C" illustrates the point at which the studied water surface elevation intersects with the existing CD1- 220 - 0446 -L02 Page 1 of 2 grade. Therefore a comparison of these pieces of information will reveal whether or not eh SFHA has changed. As calculated by the HEC -RAS model the flood limits are either at the same location or reveal a nominal decrease; c) A loss of conveyance capacity to that part of the special flood hazard area that is not in the floodway and where the velocity offlow in the base flood event is greater than one (1) foot per second This area can also be approximated to be either areas within one hundred (100) feet of the boundary of the regulatory floodway or areas where the depth of from the BFE to natural ground is eighteen (18) inches or greater; The column labeled "D" reports the cross - sectional surface area of the left overbank. The left overbank is only reported because the proposed changes occur on this side of the creek. No change in conveyance capacity is analyzed; d) A loss of base flood water storage volume to the part of the special flood hazard area that is beyond the floodway and conveyance area where the velocity offlow in the base flood is equal to and less than one (1) foot per second without acceptable compensation as set forth herein. Acceptable compensation for the loss of storage volume requires a demonstration of cuts and fills, must be mitigated on -site and must demonstrate no net fill. In general, excavation within the special flood hazard area and below the base flood elevation is the only acceptable method of mitigation of fill placed below the base flood elevation in the special flood hazard area; and Same information as reported in NAI Item "c "; e) An increase in base flood velocities. In the event the future conditions flood data is known at the time of submittal, then the future conditions modeling must be used in lieu of the base flood modeling. No additional future conditions are foreseeable at this time or modeled. Therefore, as illustrated in the column identified as "E" there are no increases in flood velocities. Nominal decreases in velocity are calculated. Based on the results listed above, attached updated HEC -RAS model output data, and the Preliminary Lot Layout/Grading Plan it has been determined that the proposed improvements will not result in upstream or downstream negative impacts.
