Attached please find the following:
• Written response to Staff comments with a transmittal letter;

1. Note that no spoils beyond the specified fill are to be stockpiled on site.
Response: A note has been added to Sheet 01.
2. Depict floodplain and floodway and limits of construction.
Response: Floodplain and floodway depictions are on Sheets 01 & 02. A note was
added to Sheet 02 to address the limits of construction.
3. Proposed utilities and structures (in the absence of being elevated one foot above the BFE)
shall be certified as flood - proofed meaning watertight and impermeable to the intrusion of
water, and shall resist the structural Toads and buoyancy effects from the hydrostatic and
hydrodynamic conditions.
Response: The only new utilities being proposed are several extra lights to add
illumination to the existing path. These lights have a concrete base which will sit 2 ft
above grade. This will not get the light connection to the base 1 ft above the BFE. But
we have attached the catalog information regarding the Cooper Bussman Fuse Holder
that is specified for the Emerald Park lights. This fuse holder and connector is water
resistant. This is the fuse holder CSU uses on all streetlights installed in College
Station. This fuse holder is also approved by TX DOT for use on projects within TX DOT
R.O.W. For you information the following elevations are flood elevations for different
storm events within the park.
a. 10 year BFE = 244.77
b. 50 year BFE = 245.22
c. 100 year BFE = 245.35
d. Pad El = 243.00

4. The slope of the northernmost proposed sidewalk appears backward.
Response: It is correct. It is a negative slope.
5. The sidewalk detail and general notes appear to conflict with regard to joints and
bedding /compaction.
Response: The detail has been modified to match the general notes.
6. Confirm if the River Stat 7063 appears Min Chan elev is actually -2 ft higher than the
upstream Stat 7255. Is there standing water in this reach? If not, update the model.
Response: The model was confirmed to have an increase in the channel flowline in this
location.
7. Address why Stat 7063 appears to have proposed net fill, but the flow area increases and
there is an increase in velocity.
Response: The flow area decreases from 5503.03 sf to 5307.30 sf (145.73 sf).
8. Fyi, a licensed plumber and electrician will be required to install applicable improvements
including necessary permits.
Response: This has been noted in the special provisions.
9. Fill in SFHA requires a post Certification of Compaction of fill in accordance with FEMA
Technical Bulletin 10 -01.
Response: As discussed, we will be happy to sign a certification that the fill was
compacted to a certain density based upon Gessner's testing reports. If the certification
is more than just compaction densities then we will need to revisit the subject.

Two Insulating boots come standard with the Breakaway units
(ex. FIEB -AW- RLC -A). The insulating boots are not included with
the Non - Breakaway Holders (ex. HEB - AA) or the individual
pieces of the Breakaway parts (ex. I-- IEB -AW, RLC -A). Two insu-
lating boots must be ordered for each holder when ordering
them separately. When insulated boots are utilized, extra heat
retention requires that fuses are sized at a minimum of 200% of
the 1.2MS load current.
