The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: One (1) complete set of construction documents for the proposed development with the revised site and landscaping plans attached. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Provide a general note that all roof and ground- mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right - of -way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 2. Please provide a phase line. The location of the phase line is required to be 20 -ft. beyond any new site amenities. (See Section 7.5,C.d.) LANDSCAPING /STREETSCAPING /BUFFER 3. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock, or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. 4. Per the College Station Plant List (B. Streetscape Plant List, #3 Plantings required for screening areas). Dwarfs cannot be used for a screening shrub. There is a list of �� acceptable shrubs on the plant list. Please provide caliper for the proposed Crepe Myrtles (Points are acquired by Caliper not gallons). / 6. All plantings must be irrigated. An irrigation plan must be approved and installed prior to C.O. or (Completion of the project if C.O. is not required). Reviewed by: Jennifer Reeves Date: 02 -20 -04 ENGINEERING 1. Provide detail of parking lot/cover over 4x3 box culvert. 2. Show depth of ponding water in the street. 3. Does grate inlet take into account 25% reduced capacity to allow for clogging? 4. Modeling shows tailwater was set to zero. Verify that this is correct. Graduate Engineer City of College Station 1101 Texas Avenue South College Station, TX 77842 RE: Lincoln Community Center — Expansion & Multipurpose Pavilion Response to Staff Review Comments No. 1 RME No. 138 -0181 Dear Carol: Please find attached one (1) set of revised construction plans for the above referenced project. Responses to the City's review comments are as follows: Planning (Jennifer Reeves): 1. Please refer to Civil Site Notes #7 (sheet C1.1). This note is almost verbatim; 2. Shown as requested on Civil Site Plan (sheet C1.1); LandscapingJStreetscaning/Buffer (Jennifer Reeves): These comments will be addressed by the City of College Station Parks & Recreation Department. Engineering (Carol Cotter): 1. Please refer to the Grading, Drainage & Paving Plan (sheet C1.2). I have elevated the grades so that the minimum coverage over the existing 4'x3' Box Culvert, occurring at the west end of the new parking lot, will be 0.86 feet from top of pavement to the top of the box; 2. Per the Drainage Letter, dated February 16, 2004, the existing ponding depth, at the curb inlet, is 0.46 and 0.49 feet for the 10 -year and 100 -year rainfall events respectively. With the proposed improvements, from the curb inlet to a grate inlet, the ponding depth will be reduced to 0.34 and 0.44 feet; 3. The total Q, during the 10 -year rainfall event, to this grate inlet is calculated at 9.11 cfs and was designed to have a capacity of 16.04 cfs. Therefore, the grate inlet has a capacity of 176% more than the required capacity and exceeds the 25% reduction for possible clogging; CD1 -138- 0181 -L02 Page - 1 Lincoln Community Center Rabon Metcalf Engineering Expansion & Multipurpose Pavilion Response to Staff Review Comments No. 1 March 17, 2004 4. The program shows that the tailwater is set to zero when it peforms a uniform depth calculation at the discharge outlet. This tailwater calculation note is summarized in the warning message for each system condition and analyzed rainfall event. During the existing and proposed conditions, the tailwater was calculated to be 305.12 and 305.54 feet respectively for the 10 -year and 100 -year rainfall events.
