We are in the process cf determining access point: to our client's site from the c c frontage road. The current access location, as shown in attachment A, is the best location for a. 5 v� a access from the frontage road. This location is determined using Texas Department of c �; g Transportation design criteria as discussed below. • °' w 2 a The frontage road is currently one -way with a posted 50 mph speed limit. From Table 2 -1, W v - °Y) (7) "Frontage Road Connection Spacing Criteria ", taken from TxDOT's Draft Access = in Management Manual, the minimum distance between access points for a 50 mph posted speed is 425 feet. As shown in attachment A, the proposed driveway is 418 feet from the first Home Depot driveway. This distance does not meet the minimum requirement; however, it must be p; pointed out that the bridge crossing Burton Creek prohibits the driveway from moving closer C uW to Burton Creek in order to meet the minimum required spacing. Os c a Another criterion for the location of this access point is the distance from the SH6 exit ramp X a = gore to our access point. As shown in Table 3 -16, "Desirable Spacing between Exist Ramps ; v ,, and Driveways, Side Streets, or Cross Streets," taken from TxDOT's Roadway Design ri x a Manual, the spacing from the exit ramp gore to the proposed driveway is a function of frontage road volume (vph), ramp volume (vph), driveway volume (vph) and number of weaving lanes associated with the frontage road and ramp. The number of weaving lanes at O O this location is two, and the total volume (frontage road plus ramp) can be assumed to be greater than 2500 vph. We do not anticipate more than 250 vehicles an hour to enter and exit this driveway, so from the table the spacing from exit gore to driveway is 920 feet. As shown in attachment A, the proposed driveway is 990 feet from the exit gore. a. Roadway Design Manual 3 -64 TxDOT 10/2002 Chapter 3 — New Location and Reconstruction (4R) Design Criteria Section 6 — Freeways Driveways and Side Streets The placement of streets and driveways in the vicinity of freeway ramp /frontage road intersections should be carefully considered and permitted only after local traffic operations are considered. Information on the driveway clearance from the cross street intersection is contained in the Regulations for Access Driveways to State Highways and should be considered in the locating of any driveways on projects involving the construction or reconstruction of ramps and/or frontage roads. Table 3 -16 shows the spacing to be used between exit ramps and driveways, side streets, or cross streets if practical. The number of weaving lanes is defined as the total number of lanes on the frontage road downstream from the ramp. For this reason, it is important to maintain appropriate separation between the intersection of the exit ramp and frontage road travel lanes, and downstream driveways or side streets where practical. It is recognized that there are occasions when meeting these exit ramp separation distance values may not be possible due to the nature of the existing development, such as a high number of closely spaced driveways and/or side streets especially when in combination with closely spaced interchanges. In these cases, at least 250 ft [75 m] of separation should be provided between the intersection of the exit ramp and frontage road travel lanes and the downstream driveway or side street. Since the use of only 250 ft [75 m] of separation distance may negatively impact the operation of the frontage road, exit ramp, driveway and/or side street traffic, careful consideration should be given to its use. When the 250 ft [75 m] separation distance cannot be obtained, consideration should be given to channelization methods that would restrict access to driveways within this 250 ft [75 m] distance. Refer to the Texas MUTCD for specific types of channelization. In general, we feel that we can support a driveway connection at the location indicated. That said, we retain some concerns regarding sight distance issues relating to the curvature of the frontage road, the traffic barriers tied to the Burton Creek Bridge, and the actual vs. posted vehicular speeds encountered in this area. Should this project move forward, we will be looking for design specifics that address these concerns as part of the site plan process, whereby the driveway connection will actually be permitted.
