SUBJECT: SPRUCE ST FOURPLEX (SDSP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached;
Parkland Dedication fees in the amount of $3,616 are due prior to
issuance of a building permit;
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are
not addressing with the revised site plan, please attach a letter explaining the details. If
you have any questions or need additional information, please call me at 764.3570.

PLANNING
1/Please provide the name of the project in the title block.
Please provide ownership and zoning information for all abutting parcels.
Please label the distances to all opposite and adjacent driveways.
4! As you are aware, the City Council recently adopted new dimensional standards for
the Northgate Districts, however, your plans were formally submitted prior to the
adoption of these new standards, and so you may use the previous dimensional
standards. Specifically, there is now a 10 -foot maximum setback from the right -of-
way and a floor area ratio of 1 that you do not meet. As discussed during the
Preapplication Conference, the Design Reveiw Board has the discretion to require
/site plan changes.
V. Please be aware that the Northgate Design Guidelines call for parking to be located
An the rear of the building when possible.
6. Please remove language regarding "required parking." There is no parking
requirement in NG -3; the number of spaces needed will be determined by the
Design Review Board.
7'.. As discussed in the Preapplication Conference, sidewalks will be required with this
development. If there is a minimum of 6 feet of green space between the sidewalk
a :_ and the curb, it may be a minimum of 4 feet wide. Sidewalks located at back of curb
may be 6 feet in width. However, sidewalks at least 8 feet in width are strongly
encouraged. All sidewalks in Northgate should be constructed with stamped dyed
f concrete as per City specs.
, Please show number of bicycle spaces proposed, and provide a detail and the

W proposed color of the bike racks.
Please show the location of the proposed mailboxes and provide a detail if visible
from the right -of -way. If they are not located on each individual unit, the mailboxes
should be enclosed in a structure that is similar in design and materials to the

11 .The curb return radii for multi - family driveways must be between 20 feet and 30 feet.

ENGINEERING
1. Meters will be allowed to be placed as shown due to the fact that a Temporary
Blanket Easement will be dedicated on this property.
2. This site plan should address drainage issues as needed contrary to note. If a curb
cut -out and flume are needed, please show. Site grading needs to be addressed at
this time, as well.
3. Fence should be along property line. If not, property line issues arise as well as
maintenance issues. It does not necessarily need to surround the property. You
may wish to begin at Unit #4, go to prop line and follow around.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'.
City installs remainder
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided by
the city).
5. Developer provides digital AutoCAD 2000i version of plat and /or site plan. E -mail to
rbolin @cstx.gov
6. Developer provides load data for project.
7. Developer provides temporary blanket easement for construction purposes.
8. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

PLANNING:
Item #1: The Title Block has been revised to indicate the name of the project.
Item #2: The ownership and zoning was shown on Sheet SP -1 of 2SP with submittal date
of Aug. 28, 2003. Refer to site plan layout.
Item #3: The distances to adjacent and opposite driveways and off - street parking were
noted on the site plan layout, Sheet SP1 of 2SP.
Item #4: If the Design Review Board does request any changes, they will be addressed
accordingly.
Item #5: The parking will be addressed after the Design Review Board's review for the
buildings and parking requirements.
Item #6: The statement for required parking has been removed from the proposed parking
note on Sheet SP -1 of2SP.
Item #7: A 6 foot sidewalk has been added to the back of the curb along the property line.
Item #8: The information for the bike rack is shown on the landscape site plan, Sheet SP -2
of 2SP.
Item #9: Refer to the landscape site plan, Sheet SP -2 of 2SP, for the mailbox location as
recommended by the College Station Post Office Staff.
Item #10: The trash container location was made after conferring with Mr. Pete Caler as to
the best location for the proposed site.
Item #11: The trash container will be screened with a 6 foot high wood fence and
landscaping. Refer to the Landscape Site Plan, Sheet SP -2 of 2SP.
Item #12: The wrought iron (metal) fence along the front and side property lines is not a
solid fence, therefore there should not be a visibility problem with the 20 feet
radius at the driveway, the fence has been set back further creating a wider
opening at the driveway.
Item #13: The curb radius at the driveway has been increased to 20 feet.
Item #14: The existing fire hydrant was shown on the Site Utility Plan, Sheet SP -2 of 2SP.
Item #15: The proposed buildings will not have a sprinkler system.

Item #16: A note has been added to the landscape plan notes regarding all disturbed earth.
Item #17: Landscaping has been added at the trash container and electrical service to the
building. Refer to the Landscape Site Plan, Sheet SP -2 of 2SP.
Engineering:
Item #1: No response necessary.
Item #2: The site drainage plan has been updated to show finished grades and drainage.
Refer to Sheet SP -1 of2SP.
Item #3: A note has been added tot he Landscape Site Plan stating that the owner is
responsible for maintaining the area between the fence and property line.
Electrical:
Item #1: This note was included in the utility notes on Sheet SP -2 of 2SP.
Item #2: This note was included in the utility notes on Sheet SP -2 of 2SP.
Item #3: It was assumed that a transformer pad would not be required since a power pole
is located approximately 10 feet from the end of the building.

the site plan has been approved.
Item #6: A note for the developer to provide load data has been added to the utility notes,
