The College Station Medical Center Rezoning

Agenda Caption: Public hearing, discussion and possible action on a Rezoning for the College
Station Medical Center from R -4 Multi- Family and A -O Agricultural Open to C -1 General
Commercial, consisting of 25.44 acres located at 1604 Rock Prairie Road. (03 -224)
Recommendation(s): The Planning and Zoning Commission considered the request at their
October 10, 2003 meeting and recommend approval. Staff also recommends approval of this
request.
Summary: Hospitals were formerly allowed in multi - family zoning districts with a conditional use
permit. The C -1 zoning request will bring the existing hospital land use into compliance with the
Unified Development Ordinance and allowed for a planned addition.

Item Background:
The property, which extends back to Birmingham Road, is abutted by developed and
undeveloped commercial to the east, undeveloped land to the south and west, and College
Station Utilities and Southwood Valley Athletic Complex to the west.
The main, 25 -acre portion of the subject property was annexed into the city in 1982, platted
in 1985, and a Conditional Use Permit and site plan granted for a hospital in 1985.
Additions to the hospital were site planned in 1992, 1996, 1999, and 2001. The rear 0.44
acres was annexed in 1993.
The proposal is in compliance with the Land Use Plan, which shows the property to be
Institutional. The site fronts onto Rock Prairie Road, which is a major arterial on the
Thoroughfare Plan and abuts Birmingham, a minor collector. Any future additions to the
property will require a dedication of the minor collector that is shown on the Thoroughfare
Plan to run along the western border of the property.
