Hester Cc: Matt Robinson Subject: SPRING CREEK TERRACE PHASE ONE Mike, After reviewing your recent submittal, I have the following comments: 1. (Repeat) Please provide an electrical and signage plan. - At a minimum, the approximate locations of the Tight poles need to be shown on the plans. - Please include the attached Street Sign Detail in the plans. PLEASE SEE PLANS 2. (Repeat) FYI... The Development Permit Fee is 1% of the total public infrastructure costs, not to be Tess than $600. This may result in additional development permit fees being due prior to construction plan approval. - The Development Permit Fee Balance is $4,098.72 based on the recent cost estimate. This may be submitted when the DP and plans are picked up by the contractor. YES, WE WILL BRING IN THE FEE LATER THIS WEEK. 3. (Repeat) Sh.1 — It does not appear that there is a water service line provided to Lots 1 & 2, Block 2. - Is the service for Lot 1 existing? If not, the service tap must be off of the 8 -inch waterline. PLEASE SEE PLANS 4. (Repeat) Sh.1 — Please label the flowline of the 4 -inch sanitary sewer service line at the end of the wye. FYI...At this point, the maximum allowed cover is 3.5 -ft. - The flowlines of the 4" services need to be labeled at the property line. PLEASE SEE PLANS 5. (Repeat) Sh.1 — Please label the flowlines of the service leads tying into the manholes at S -2 and S-3. - It looks like the flowlines of the connections to the manholes are high enough that they will need drops. YES, I LOWERED THE SERVICE LINE FLOWLINES AT THE MANHOLES TO 1.9 FEET SO A DROP IS NOT REQUIRED, PLEASE SEE PLANS 6. (Repeat) Sh.5 — Clearly show where the gravel construction exit will be located. - Please show a location adjacent to Decatur for the construction exit. You can add a note giving the flexibility to the contractor to shift the location north or south as needed. PLEASE SEE PLANS 1 7. (Repeat) Sh.5 — Please provide a grading plan for each lot indicating what the ultimate drainage patterns that the home builders should adhere to. - Since some of the lots will be draining back toward Spring Creek Gardens, will there be a swale diverting flows from those existing lots? If so, what provisions will prevent fences from blocking the drainage toward the creek? PLEASE SEE PLANS FOR THE INDIVIDUAL LOT DRAINAGE PATTERN. WHEN THE BACK LOTS ARE GRADED AS SHOWN ON SHEET 5 STORM RUNOFF WILL NOT DRAIN TO SPRING CREEK GARDENS. With these revisions /conditions we are ready to approve the plans. Please submit 4 full sets at your earliest convenience. Wall, PIL Investments LLC Mike, This morning we discussed the drainage swale along the rear of the lots abutting Spring Creek Gardens, and we still feel that this drainage needs to be preserved in a Private Drainage Easement. If not an easement, then lot grading should be adjusted to drain to the front of the lots. The split -lot drainage has just caused too many drainage issues in previous subdivisions, and should be avioded if possible or an easement provided. I'm going to be on vacation next week, but I will leave the plans with Carol, so you can come by and make the changes. (She is also aware of the drainage issue.) I will be available to stop by the office Tuesday afternoon to stamp the plans, if the drainage issue is resolved and the changes are made. No additional items are needed at this time. You can bring extra sets later in the week for additional copies, too. Please email me and Carol (or call Carol) if you have questions. I will be by to make the revisions to the 4 -sets of approved construction plans and later in the week I will bring by additional sets for your approval stamp.
