SUBJECT: WATERWOOD CONDO PHASE 2 -A (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents with the revised site and
landscaping plans attached;
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and necessary documents are
required prior to the issuance of a building permit. Also, for this phase, $11,300 in
Parkland Dedication fees are due prior to issuance of a building permit. If there are
comments that you are not addressing with the revised construction documents, please
attach a letter explaining the details. If you have any questions or need additional

Project: WATERWOOD CONDO PHASE 2 -A (SP) — 04- 00500023
PLANNING
1. Please note that no more units may be constructed on this lot without the
construction of Central Park Lane. (Refer to Note 6 on the plat of this property.)
2. Because of the level of detail provided, review and approval of this site plan will be
for Phase 2 only.
3. Please provide a curb and pavement detail.
4. Section 7.5.C.1.d states that the phase line must be drawn 20 feet beyond any new
site amenity in that phase.
5. One interior parking island (minimum 180 s.f.) is required for every group of 15 (or
fewer) parking spaces. This island area may be configured as you wish, but must
be located within the interior parking area. All parking spaces shown in phase 2 are
interior parking spaces, except the 9 spaces that are adjacent to the eastern
property line.
6. FYI: building separation is a minimum of 15' feet without additional fire protection.
7. Please show all building setbacks on the Phase 2 site plan. (they are already shown
on the site plan showing all phases.)
8. If a parking space is only 18 feet in length and overhangs onto a sidewalk, the
sidewalk must be a minimum of 6 feet wide.
9. Minimum drive aisle width in a parking area is 23 feet. The aisle width called out in
the smaller eastern most parking area is 22.7'.
10. Please call out dumpster screening.
11. Please call out all easements on the phase 2 site plan.
12.All meters, utilities, transformers must be located in the public ROW or in a PUE.
13. Please label the 2 proposed fire hydrants. (some symbols can not be seen because
of other lines on the plan)
14.AII fire hydrants and fire lines are public and must be in an easement.
15. The maximum depth allowed for the area provided for backing maneuvers is 4' (in
the parking area at the eastern property line).
16. The adjacent property is zoned R -4 and not R -5 as indicated on the plan.
17.A 120' hammerhead (or approved alternative) is needed at the east end of phase 2
for fire truck turnaround.
18. Provide a general note that all roof and ground- mounted mechanical equipment
shall be screened from view or isolated so as not to be visible from any public right -
of -way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture
and scale to maintain a unified appearance.
19. Please provide a water and sanitary sewer legend that includes water demands and
sewer loadings.
20. Please call out material of retaining walls or provide detail. All concrete retaining
walls must be screened.

NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out

LANDSCAPING /STREETSCAPING /BUFFER
1. The phase line must be drawn 20 feet beyond any new site amenity, for landscape
area requirements.
2. Please check landscape legend. The number of plants does not add up or match
what is shown on the plan for both canopy and non - canopy trees. The difference
changes the calculations and total points provided.
3. Non - canopy trees are measured by a single trunk. Please call out the minimum
single truck caliper.
4. Please show all utility connection points and show that they are screened or provide
a note that they will be screened from adjacent properties and right -of -way.
5. A 10 -foot planted buffer and screening fence is required between phase 2 of this
multifamily development and the R -1 zoned property that is currently developed as a
church.

ENGINEERING
1. Please provide scale on each sheet.
2. Please note, all private sewer must meet Building Code. The only public line you
have chosen to do is the Sanitary Sewer #1. A few comments have been provided
in order for plans to meet code. Please revise plans accordingly.
3. Minimum slope on private 6 -in building sewer is 1.04% with minimum 12 -in bury.
4. Cleanouts required every 100 -ft or change in direction. Please show or add note.
5. Please show future easement on public utilities.
6. The public sewer should remain 10 -in and not 12 -in.
7. Records show the upstream, off -site, NE /SW sewer lines are 8 -in and not 10 -in as
shown.
8. The 4 -in water lines are public and require a plan and profile. Please note, the
entire water system is public up to the meter unless you wish to "isolate" the public
side from the private. The entire public line to be installed with this project must
have a profile drawing accompany the plan view.
9. Provide 8x4 MJ tees in lieu of saddles. 4 -in line not a service.
10. In relation to a previous comment, the water design provides only one water main to
serve both sides of the parking lot instead of a dual line system. The result is
numerous very long service lines on the public side under pavement. The design
burdens the City maintaining lines under pavement rather than the private sewer.
Please discuss other options.
11. Does the Utility Crossing Detail apply to where the private sewer has been designed
over the public water line? If so, does the detail alleviate concerns the City may
have with the proximity of the building sewer line to the public waterline and the fact
that the sewer is over the waterline?
12.A blow -off is required on the end of the 4 -in public line.
13.A blow -off is required on the east end of the Waterline #1.

to the City, will constitute a completely new review.

14.A blow -off is shown on the west end of Waterline #1. However, the blow -off shown
does not comply with City standards /details.
15.The drainage flume on the southwest corner of the property should not discharge
off -site unless the off -site impact after development is equal to or less than
predevelopment. Otherwise, it should drain to the detention pond.
16.Only two inlets on storm sewer have been provided to drain the entire developed
area. Is this sufficient to provide less than 10 -in of ponding in parking lot?
17. Provide Structural Area detail or label individual structural backfill sections on public
infrastructure.
18. Does the note "Provide trench Grate" apply to the upstream sidewalk crossing as
well?

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2002 version of plat and /or site plan.

7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.
