The following page is a preliminary list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Two (2) revised site and landscaping plans. $18,080 Parkland Dedication fees prior to issuance of a building permit. Easement Dedication Sheet and required documents. Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. It has been determined that some of the following staff comments have the potential to alter the site layout. A complete review was not made of this plan. Staff will make a complete review of the next submittal. PLANNING 1. Development must occur within the limits of the project's property lines. Even if the existing private street was an access easement, staff has determined that in the interest of safe circulation, parking would not be allowed directly off of this drive. 2. Please show distances to all opposite and adjacent curb cuts. 3. The required distance between adjacent curb cuts is 185 feet. 4. Please show ownership and legal description of all abutting parcels. 5. If other areas will be owned and used with this property this area will need to be included in project area, affecting landscaping /streetscaping requirements. 6. Please clarify Note #7. 7. All water meters must be within the PUE. 8. Where is Luther Village Drive noted in Note #24? 9. If patios in the rear of the property will be in the setback line they cannot be covered. However the rear setback line is 20', not 25' feet as show on the plan. 10. Please show handicapped parking requirement and show locations of these spaces on the plan. 11. End islands will be required at the end of each parking isle. A grassy area in front of a unit will work for this requirement, however sidewalks or paved areas will not. 12. Some units look like there is insufficient maneuvering space in the spaces closest to the units. Turnarounds may be necessary. 13. Champion Circle appears to be a drive aisle, not a private street. Please remove the street designation unless a minimum of 50 ft. of ROW is being dedicated. 14.This site will require three dumpsters. 15.As previously discussed, parking will not be allowed in the proposed detention area. 16. If parking is provided behind a building, sidewalks should be provided from the parking area to the building. 17. Please show in more detail what is being provided in the amenity area. 18. Landscaping must be reasonably distributed throughout the site. Please see Drainage Policy and Design Standards, IX, C., 3. Storage depth for detention allowed in parking areas is 0.83 -ft. Remove parking or relocated detention. 2. Please note that all water meters must be in a PUE. Are you showing meters on the west side of street not in easement? 3. Please show fittings on water line profile, lengths of waterline and slopes. Where water line changes directions without fittings, please show how design meets bending requirements, bend Tess than 2.5' per 20' joint. 4. Water line elevation on Sheet 4 does not match elevation on Sheet 5 at Sta. 5 +50( ?). 5. Is the Typical Driveway Section detail intended for the "street" section? 6. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Developer pours transformer pad(s) per city specs and design. 4. Developer installs pull boxes as per city specs and design.(pull boxes provided by the city. 5. Developer provides digital AutoCAD 2000i version of plat and /or site plan. email to rbolin@ci.college-station.tx.us 6. Developer provides temporary blanket easement for construction purposes. 7. Developer provides easements for electric infrastructure as installed for electric lines (including street lights). Reviewed by: Ronnie Bolin Date:10 -17 -02 MISCELLANEOUS 1. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced Pressure Principle Back Flow Device and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. 3. Dumpster #3 is at a bad angle. It needs to be rotated counter clockwise at least 45 degrees. The other two enclosures are OK. Reviewed by Pete Caler 10/17/02. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Along the existing private street, landscaping and end islands must be provided within the property lines of the site. 2. Parking areas will have to be screened from the private right -of -way. 3. Please ensure that the parking for buildings 1 and 20 is screened from oncoming traffic on Luther. 4. Eighteen -foot parking spaces must have 2 ft. of unobstructed overhang. Please adjust the location of the screening shrubs for the parking areas by buildings 1 and 20 to allow for the overhang. 5. If each building will have a fence, please show these on the plan. 6. Landscaping behind privacy fences may not be counted toward meeting the landscape requirement. 7. All canopy trees must have a minimum separation distance of 20 ft. Please ensure that this is maintained for landscaping near building 1 and its parking area. 8. Please relocate the two non - canopy trees out of the bottom of the detention pond. 9. Please state in Note #12 that "Irrigation must be approved prior to issuance of a C.O." 10. Please include Dig Tess as a contact in Note #18. 11. The privacy fences screening the dumpsters must beft. high. Please make the correction to Note #32. 12. The dumpster on the private street will need to be relocated within the property lines of the main development. 13. Please show electric meter and transformer locations. Screening of these items may be necessary. 14. All parking areas should have sidewalk access to the units. This is not shown for buildings 1 through 8. 15. Please show wheelchair ramps onto sidewalk near handicap parking spaces. 16. Six -inch curbs are required around the edges of all paved areas. Please show this or include a note stating such. 17. Please show curb and pavement detail on the site plan. 18. Please show fire lanes on the plan and describe the method of designation. Please show applicable (sign /striping) details. The proposed driveway connection onto Luther Street will be allowed without a separate variance. Based on the difference between the actual and ultimate classifications, the existing drainage infrastructure, and the layout of the site, I am comfortable in granting a waiver to the minimum for such a small amount. 2. The existing private drive aisle serving the fraternity house will need to be upgraded to meet minimum residential street standards. The existing drive was constructed solely to meet the needs of the current fraternity house development, and not to meet the access needs addressed in the exchange warranty deed reservations. The "street" must be extended to the intersection of the site drive aisle. The existing drive will be sufficient after that point. 3. Concerning Note 23. Lay -down curbs are principally for areas where driveway locations are not planned out. Where curb locations are known, the standard curb will be required. Reviewed by: S. Thompson/ B.
