I told them they cannot receive final plat approval on the Por Nada tract until the construction plans for the waterline are complete. I also pointed out the plat cannot be filed until the water line is complete and has been accepted by the City; and they cannot receive a building permit until the plat has been filed. With all of that said, they still seem more focused on the ILA with A &M for sewer service. My understanding is that what he wants to put on the plat regarding utilities is not something our ordinances allow. Not that we won't pursue the agreements with TAMU or whomever so that this property can be served, but it's my understanding we can't put that on a plat. The information he is wanting from us is what should he put on the Preliminary Plat in order for us to approve it. We had asked the Applicant to show or state how the required utilities were to serve the property. I spoke with Brett and Kelly. The applicant can show on the Preliminary Plat a waterline along the TxDOT ROW. They can even state that on -site sewage facility will be utilized or an off -site sewage connection will be sought. Howver, construction plans for the waterline will be required with a Final plat application. If they have no plans for building this line, it just seems the Preliminary Plat will be futile, seeing it is only valid for 1 year.
