reviewed the above -mentioned SITE PLAN - RESIDENTIAL application and determined it to
be incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
Proof of signing authority for Kevin McGraw to sign the Owner Certification on
page 4 of the application.
Parkland dedication fees on page 3 of the application were left blank. Parkland
fees will be due at time of building permit for Neighborhood Parkland
acquisition and Community Parkland acquisition and development.
Water Design Report and Fire Flow Report
Please be aware that if this application is not completed before September 12, 2011, it will
expire and a new application and fees will be necessary to continue the site plan process.

SUBJECT: Campus Village Ph I (SP) - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Two (2) complete sets of site civil construction documents for the proposed
development with the revised site and landscaping plans attached;
Four (4) revised site plans;
One (1) revised landscaping plan;
Please note that $263,360 in Parkland Dedication fees will be due prior to the
issuance of building permits;
Easement Dedication Sheet and required documents; and
Revised engineering documents as discussed in the comments.
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter

STAFF REVIEW COMMENTS NO. 1
Project: Campus Village Ph 1 B (SP) — 11-00500116
PLANNING
1. The proposed site is deficient 66 parking spaces. Staff has received the associated
Administrative Adjustment application and is processing the request.
2. The end of the 20-space parking row by Building 22 is too close to the multi -use path
easement. With 18-foot deep spaces, there is to be a 4-foot deep landscape area outside of
the path easement. If fire coverage to Building 22 is accomplished along the front, the width
of the drive aisle stub could be reduced, and perhaps the fire lane removed, to help provide
the additional area.
3. The parking spaces on the path -side of the fan parking area by Building 21 are 20 feet in
depth. As such no overhang area is necessary, though wheel stops are to be provided in the
center six spaces so that vehicles do not inadvertently overhang into the path easement.
4. The sidewalk by Building 17 along the main drive aisle is only 4.5 feet wide, and being a
main drive aisle sidewalk must be at least 5 feet in width.
5. Provide a sidewalk and ramps to connect the sidewalk along the main drive aisle by Building
18 to the sidewalk by either Building 19 or Building 20.
6. Provide a sidewalk and ramp to connect the Building 5 sidewalk across the drive aisle to the
Building 17 sidewalk.
7. It appears that some of the islands along the parking rows are entirely concrete. Island
areas are to be majority landscaped or can be impervious if they consist of either brick
pavers or enhanced paving (like stamped, dyed concrete). Please clarify the composition of
the island areas on the plans.
8. Revise the symbol used for the fire hydrant so that it is more apparent on the site plan.
9. Note 6 on the site plan refers to a sun deck fencing detail on the landscape plan but it is not
provided. Please revise to include the detail on either the site or landscape plan.
10. Provide a detail for the landscape wall.

LANDSCAPING/STREETSCAPING
1. The parking spaces along the Harvey Mitchell Pkwy right-of-way are to be screened with
shrubs, berm, or combination of that are three feet in height. The landscape wall along the
parking in Phase 1A provided the screening for that area. If necessary, provide elevation
cross section to illustrate effect of screening.
2. Provide a note on the landscape plan that the caliper of non -canopy trees are measured so
that a single cane exceeds the stated measurement.
3. The California Fan Palm and Hardy Hibiscus `Flare' plants are not on the approved plant list.
While they can be planted, they do not receive landscape point credit. Please note that with
this change, the minimum landscaping points are no longer met.

of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Some easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines.
3. Any alterations or changes to electrical infrastructure design must have prior approval by
CSU.
Current site drawings (page E 2.00) do not match original design, and will not be accepted
as submitted.
4. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
sweido@cstx.gov
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

PLANNING
1. The Indian Hawthorn shrubs being used for screening are a maximum of 24" in height,
as indicated on the plant ledger. The shrub planting detail does not show that the plants
will be elevated in the ground to accomplish the 3' minimum height requirement for
screening. Please revise.
2. The sidewalk next to Building 17 is labeled as 6' wide, but it appears to be 5'-5.5' wide.
Please revise.
3. The written responses to the first round of Staff comments, which mention discussions
with Jason Schubert, may be commented upon at a later time.
4. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and"bubbled" on
your plans. Any additional changes on these plans that the City has not been made

1. The Development Permit Fee balance of $480.52 is due prior to issuance of the
Development Permit.
2. (Repeat) C-10 — Around Sta.6+00, the minimum TCEQ horizontal separation distance needs
to be provided. The waterline needs to cross the sanitary sewer line perpendicularly rather
than diagonally in order to maintain the required 9-ft horizontal separation distance.
3. (Repeat) C-10/11 — Please note special provisions, per TCEQ, which need to be taken at
water/sanitary sewer crossings. Please "star" the locations of these crossings.
4. (Repeat) C-11 — Please label all bends or deflections in profile view. The "Grade Breaks"
need to be labeled with specific bend size or as deflections (with beginning & end flowlines
and radius of curvature).
5. Fire Flow Report — The fire flow exhibit needs to show and label the proposed fire hydrant
with this new section.
