(02- 00500206) Applicant: Veronica Morgan Staff Recommendations: Staff recommends approval of the Preliminary Plat as submitted. Item Summary: This item is for the consideration of a Preliminary Plat for E &M Jones Farm Place. The proposed Lots 1 and 2 were recently rezoned to R -4. Lots 3 and 4 were recently rezoned to C -B* with numerous, self- imposed conditions, see plat for conditions. The Applicant has worked with Staff to coordinate the Site Plan process for Lots 1 and 2 with the platting process. The Developer of Lots 1 and 2 is proposing a gated, condominium project. Required with the platting of the tract shown as Lots 1 and 2 is the extension of Central Park Lane through the tract. Initially, the Applicant proposed a three phased project, with Phase 1 constructing approximately 50 living units and taking access from Krenek Tap. The Applicant was informed that the City would require a second access and the Central Park Lane extension with Phase 2. This would give two access points for the condominiums and tie the required infrastructure costs to subsequent phases. The Applicant proposed to cut the property into two lots and tie the construction of Central Park Lane to Phase 2 of a 2 -phase project. First, Staff was concerned with the number of units in the gated development having only one access point. Two, Staff did not feel the plat, as submitted, left sufficient property for the construction of Central Park Lane. If the present Developer opted not to continue with the remainder of the project, the plat would leave a smaller lot to absorb the infrasructure cost. The Applicant has addressed Staff concerns by tying the construction of Central Park Lane to Lot 2 and Lot 3. A note has been added to the plat to this effect. In addition, the Applicant has added a note to state that Phase 1/ Lot 1 will be limited to approximately 50 units. Comprehensive Plan Considerations: Land Use Plan: The proposed plat complies with the LUP and existing zoning classification. Thoroughfare Plan: Lots 2 and 3 are required to construct Central Park Lane through the plat boundary. Open Space Dedication: None Special Area Plans: This property is adjacent to the proposed City Center. No requirements for City center considerations currently exist. The City does ask the developer to be aware and mindful of the future project. Sidewalks: Required along Krenek Tap and Central Park lane with development. Compliance with rezoning conditions: The plat complies with the current zoning classifications on all lots. Compliance w /Subdivision Regulations: The proposed plat complies with the Subdivision Regulations. Zoned: Lots 1 and 2 are zoned R -4. Lots 3 and 4 are zoned C -B* with conditions, see plat. Budgetary & Financial Summary: OP may be requested on construction of Central Park Lane. Related Advisory Board Recommendations: On July 9, 2002 the Parks Board opted to accept a fee in lieu of land dedication for this site. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval with conditions; • Approval as submitted; • Denial; • Defer action only at applicant's request; or, • Table only at applicant's request. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water required for plat: A public water main is required to be extended to and through Lot 2. All other lots have access to public water and fire fighting capacity lines. Water Service: Water service to be extended to all platted lots. Domestic water and fire service to be provided to all buildings as needed. Sewer required for plat: Lots 3 and 4 will need a sewer extension along Krenek Tap in order to be served by gravity sewer. Utilizing existing sewer lines to the north will require lift station service. Sewer Service: Sewer service to be provided to all platted lots. Sewer service to be provided to all buildings as needed. Street(s) required for plat: Central Park Lane, a minor collector, is required to be constructed with Lot 2 and /or Lot 3. Streets /Access: Driveway access to be determined at the Site Plan stage. Driveway Ordinance shall apply. Sufficient access is provided by Krenek Tap and Earl Rudder Freeway. The construction of Central Park Lane will increase access to Lots 2 and 3. Off -site Easements required for plat: None known at this time. Drainage: There is an existing drainage channel along the west property line. There is an existing storm sewer along the proposed Central Park Lane ROW. Flood Plain: No FEMA floodplain in platted area. Impact Fees: None Parkland Dedication Fees: Parkland fee applicable on residential property. The fee will be determined at Site Plan stage and dependent on the number of dwelling units constructed.
