RECENT PARKING DETERMINATIONS FOR RESIDENTIAL PROJECTS IN NORTHGATE The proposed development will have 3 four -plex buildings with a total of 12 units and 13 bedrooms. The applicant is proposing 10 parking spaces on site. • .83 parking spaces per dwelling unit • .77 parking spaces per bedroom Cross Street Warehouse Apartments will have 43 multi - family dwelling units: 21 - 2 bedroom units, 7 - 3 bedroom units, and 15 - 4 bedroom units, for a total of 123 bedrooms. (02 -193) Project Review Committee STAFF REPORT Project Manager: JENNIFER FLANERY Date: September 18, 2002 Email: jflanery@ci.college - station.tx.us For 500 COLLEGE MAIN (SDSP) (02 -193) All proposals involving site development or redevelopment in the Northgate District shall require a review by the Project Review Committee (PRC). Zoning District: NG -3, Residential Northgate Location: 500 College Main, northeast corner of College Main and Cherry Street Applicant: Parviz Vessali Item Summary: The applicant is proposing to relocate two existing four - piexes from 402 College Main and 403 Cross Street to the subject property that has an existing four -plex on it. Because the project includes relocation of existing structures, it should be reviewed as if it were a new development meeting all of the requirements for the area. The four - piexes to be relocated each have 4 -1 bedroom unit in them. The existing four - plex has 3 -1 bedroom units and 1 -2 bedroom unit. There are 12 units consisting of 13 bedrooms proposed for this property. The applicant is proposing 10 parking spaces for the site. The Zoning Ordinance also requires 1 bicycle parking space for each unit. This project will require 12 bicycle parking spaces. The existing mailboxes are located along College Main. The Northgate Design Guidelines specify that the need to be attached to the building or in a kiosk away from the street. The applicant is proposing Item Background: Issues /Items for Review: 1. Page 4 of 6 STAFF REVIEW COMMENTS NO. 1 Project: 500 COLLEGE MAIN (SDSP) — 02- 00500193 PLANNING 1. You will be required 180 S.F. of landscaped islands at the end of each parking row. You have 2 rows of parking divided by the existing 4 -plex. End islands are required for each row adjacent to the building. You may request a variance from the PRC to this end island requirement. 2. The dumpster enclosure must be a minimum of 8 feet for screening. 3. Because the dumpster faces the right -of -way, you will be required to have a gate on the dumpster enclosure to provide screening. 4. Cherry Street is not a minor collector. Please remove this wording from the site plan. 5. Irrigation will be required for the 'transplanted' trees. Irrigation is suggested for all areas with groundcover. 6. To receive protected points for any of the trees on site they must be barricaded. Please provide a barricade plan and detail. 7. Bicycle parking is required in Northgate. This project will require 12 spaces. The Northgate Design Guidelines call for this parking to be located along College Main. Reviewed by: JENNIFER FLANERY Date: September 18, 2002 ENGINEERING 1. Please add grading required to create building pads and parking area to show how these areas will drain and match into adjacent properties and improvements. Specific areas of concern are parking to the east, existing lot elevations to the north, fill limits outside of the College Main right of way, and the area between the parking and the buildings. 2. Detention is required within the Burton Creek watershed. Therefore detention design and calculations should be included in the next submittal. 3. Please show interior lot line. 4. Suggest verification that the ADA parking space meets minimum City width and TAS van standards. 5. 3 spaces at the southern end do not appear to have required overhang between curbing and building. 6. Staff Planner Flanery discussed the average number of parking spaces for the recent residential projects approved in Northgate. She stated that building and site aesthetics, pedestrian connectivity, parking, an end island variance, and other pertinent elements are at the discretion of the Board. Commissioner Trapani asked about projects such as the Tradition Dorm and Cross Street Warehouse Apartments in Northgate being required to contract parking spaces from the City's parking garage. Staff Planner Flanery stated that while both the Tradition Dorm and the Cross Street Warehouse Apartments expressed interest in contracting spaces from the City garage, it was not a requirement for them to do R \HTLTR \PZLTR \PROD \PZ2002 \P0006728.DOC so. Mr. Metcalf mentioned that they created as many parking spacing as they could fit on the site and that they are also asking for a variance to the end island requirement. The parking lot is wrapping around the existing 4 -plex, which requires 180 square feet of end islands on each side of the building, and the plan does not show those islands. Mr. Metcalf stated they need a variance because they felt the parking was more important than the end islands. Mr. Vessali stated that they complied with the Ordinance on the site plan except the end island requirement. He also stated that most folks don't use cars in Northgate and the City wanted a more densely populated area. Commissioner Trapani spoke in behalf of Commissioner Floyd saying that he felt very strongly that the City is allowing too many units in the individual properties, and Commissioner Trapani concurred. Commissioner Floyd felt that there should be one parking space for each bedroom. Mr. O'Reilly, representing the Cross Street Warehouse Apartment project, stated that they are still in negotiation for long term usage of the parking spaces in the Parking Garage and are having some problems acquiring those spaces. He also stated that this property is only a block from A &M and that this is a pedestrian oriented area. Commissioner Trapani asked if the applicant was willing to enter into an agreement with the parking garage. Mr. Vessali stated that if individuals need to park their cars, they will use the parking garage. Ms. Foutz stated that the City would not assign long term contracts, but a year to year contract. She also stated that they would probably not contract with this property since it is such small property compare to Cross Street Warehouse Apartments. Mr. Vasseli suggested that he add parallel parking spaces to the eastern portion of the property. Staff Planner Flanery stated this would cause a problem with the Dumpster location. Mr. Metcalf stated that in the Wolf Pen Creek area they allow compact car parking spaces. If they put in compact car spaces, they would have 6 or 7 more parking spaces on site. Mr. Vasseli stated that the parking spaces Mr. Metcalf recommended would be too close to the building. Staff Planner Flanery stated this would cause a problem with the Dumpster location as well. Commissioner Trapani stated that what has been discussed is the exact point Commissioner Floyd was talking about density and the project needing several variances. Staff Planner Flanery stated that the only variance to be considered is the end island variance. There is not any parking variance because there is no parking requirement in the area. Staff Planner Flanery stated that they have discretion over site plan, design elements, parking determination and others. Staff Planner Flanery mentioned that one of the goals of the Northgate area is to increase density and to promote a pedestrian and bicycle oriented area. Commissioner Hall stated that with Cherry Street having no parking and College Main being bicycle lane, the tenants would probably park elsewhere like neighboring parking lots. Assistant City Engineer McCulley stated that it is not in the plan at this time to restrict parking on Cherry Street. The idea is that after the Cherry Street renovation they will then decide whether or not to remove the parking from that street. Development Review Manager Ruiz stated that the City has contracted consultants to rewrite the Northgate Ordinance and Design Standards, which will be coming before the Commission within the next two months. The other consultant is rewriting the Northgate Revitalization Plan. The density problem that the Commissioners are concerned with will be addressed in these plans. Commissioner Hall asked the applicant if he would be willing to take out the efficiency apartment on the eastern facade of the building to add more parking spaces there. Mr. Vasseli stated that moving everything up a little bit will give more parking space. Economic Development Director Foutz stated that the Council wants to dense up the Northgate Area and is looking for it to become more of a down town area. She wanted the Committee to know that the parking will be reduced in the proposed Northgate Plan. The plan, including the parking requirements will be coming up for discussion before the Commission. Commissioner Hall asked about aesthetics and landscaping and if they meet code. Staff Planner Flanery stated that the landscape does meet ordinance but the aesthetics is the Board's discretion. Commissioner Hall asked about the mailboxes. Mr. Vasseli stated that the mailboxes would be on the side of each of the buildings. If there are any issues with mail services, Staff Planner Flanery stated that it would go into a mail kiosk in the back parking area and would match the design of the project. Commissioner Hall asked about the proposed peach color of the building. Mr. Vasseli stated that he is trying to get away from the blue /gray color. Mr. Vasseli stated that the peach would compliment heavily vegetated area. Mr. Vasseli suggested that that the board does not request those "almost" white colors. Commissioner Floyd asked staff why the Board had to talk about the color of the building on College Main. Staff Planner Flanery stated since the property was in the Northgate area the Board has discretion over the color of the buildings. Staff Planner Flanery also pointed out that the Northgate Design Guidelines state that colors should be pulled from the surrounding area colors. Commissioner Floyd asked the applicant about the proposal. Mr. Vessali stated that he is proposing a Walnut color. Commissioner Williams moved for approval of the Walnut color.
