ENGINEERING
1. Please revise note on sheet 1 regarding the drive approach on Cherry Street.
If plans are approved in time to allow capital project to construct drive, the
City may build it with their contractor. However if the drive is not approved in
time, or must be changed, it will remain the applicant's responsibility to
construct the drive approach, not the City's.
2. Please verify that storm runoff from the area between the new parking and
the old parking to the east can pass the constriction near the dumpster
without ponding.
3. Please verify that the elevation of the driveway at the property line is high
enough to preclude drainage from Cherry Street from entering the parking
area instead of continuing to College Main.
4. Please consider increasing the length of treatment downstream of weir to
spread and slow the water to acceptable velocities after the drop to handle
erosion. Also note if the rock pad is level or graded in specific directions
5. Revisions are suggested to grading between buildings and parking area.
Present grades indicate directing flow to and along buildings at and above
finish floor grade.
6. Grading is not shown on north and west sides of buildings. Unless the grade
differences will be handled by raised wall foundations, please show the
grading necessary, and insure that the grading remains onsite.
7. Please verify that NE corner of existing building will remain supported with the
removal of the surrounding earth to meet the parking grades. How will this
steep slope (steeper than 1:1) be surfaced to prevent erosion and
undercutting of the building?

ENGINEERING
1. Proposed site improvement plans still do not include correct and sufficient
information for the drive approach connection to Cherry Street. The proposed
driveway and sidewalk ramps will be constructed from the information contained on
the approved site plan or not at all. The driveway approach should be designed on
these drawings to prevent the diversion of storm drainage runoff from Cherry Street
into the proposed parking area, while still allowing grades tolerant for motor vehicles.
Provisions should be made to continue ADA access across the driveway along
Cherry Street based on the standard sidewalk detail within the capital project plans.
The capital project has no layout for a driveway in this location and will construct a
raised curb and standard 6' sidewalk unless in possession of an approved set of
these drawings at the time the capital contractor needs to pour those improvements.
This is a repeated comment.
2. Thank you for increasing the size of the rock dispersion area at the parking weir.
Please adjust the location of the pad to be centered on the weir thus providing more
clearance to the adjacent existing tree.
3. As designed, the improvements will direct water onto the existing and proposed
structures at and above finish floor elevation. Storm and irrigation runoff will also be
prevented from draining from the site by the proposed improvements. The site
plans may be approved with these conditions with the understanding that the actual
building plans will have to show how the buildings will be protected. This is a repeat
comment. Please advise the City in your next submittal if approval is sought in this
manner.
4. Based on the submitted drawings, the proposed buildings will require elevated
foundation structures with exposed exterior beams to address the elevation
differences between proposed finish floor and adjacent grade. These plans may be
approved in this condition with the understanding that the actual building plans will
have to provide a structural solution to the grade differences. Please advise the City
in your next submittal if approval is sought in this manner.

1. Please indicate how flows from the sidewalk leave out at the northern property
line will be dispersed and slowed prior to leaving the site.
2. Please provide clarification on material proposed to surround northeast corner of
existing structure. The construction note calls for rip -rap, which the detail sheet
indicates is loose rock only. Un- addressed concerns include structural support
of foundation corner, and prevention of erosion, which may lead to collapse.
3. Grading shown is not consistent with Grading and Drainage Notes #2 & #3 as
shown on sheet 2/4.
4. Clarify the purpose of the 4' wide leave out in the parking curbing near the
southeast corner of the existing fourplex. It appears that this will directly cause
flooding of the front of the structure from water intended to remain in the parking
area.
5. Please add dimension from northern property line to edge of sidewalk/retaining
wall.

PLANNING
1. You will be required 180 S.F. of landscaped islands at the end of each parking row.
You have 2 rows of parking divided by the existing 4 -plex. End islands are required
for each row adjacent to the building. You may request a variance from the PRC to
this end island requirement.
2. The dumpster enclosure must be a minimum of 8 feet for screening.
3. Because the dumpster faces the right -of -way, you will be required to have a gate on
the dumpster enclosure to provide screening.
4. Cherry Street is not a minor collector. Please remove this wording from the site
plan.
5. Irrigation will be required for the 'transplanted' trees. Irrigation is suggested for all
areas with groundcover.
6. To receive protected points for any of the trees on site they must be barricaded.
Please provide a barricade plan and detail.
7. Bicycle parking is required in Northgate. This project will require 12 spaces. The
Northgate Design Guidelines call for this parking to be located along College Main.

ENGINEERING
1. Please add grading required to create building pads and parking area to show how
these areas will drain and match into adjacent properties and improvements.
Specific areas of concern are parking to the east, existing lot elevations to the north,
fill limits outside of the College Main right of way, and the area between the parking
and the buildings.
2. Detention is required within the Burton Creek watershed. Therefore detention
design and calculations should be included in the next submittal.
3. Please show interior lot line.
4. Suggest verification that the ADA parking space meets minimum City width and TAS
van standards.
5. 3 spaces at the southern end do not appear to have required overhang between
curbing and building.
6. Please include erosion control notes, locations and any additional details as
applicable.

Dear Brett:
Please find attached revised drawings for the above referenced project. Specifically addressed
below are responses to your comments 42, 5, 6 & 7 per your review on October 1, 2002,
2) Based from my review of the existing conditions, the runoff between the proposed
and existing parking should not pond along the east property line, specifically at the
durnpster location. The proposed curb & gutterfretaining wall will extend well south
along the parking lot. Therefore, runoff from the existing parking will not be
obstructed by fill and will be conveyed in the small grass median between the two
parking lots;
5) Some grading revisions have been made to assist in diverting the flow from flowing
along the proposed buildings. An earlier evaluation of this sub-drainage area
revealed that only 0.12 cfs runoff would pass through this area during the 100-vear
rainfall event. Therefore, the airIOUTIt did not pose a significant concern:.
6) There will be not measurable grading along the north and west sides of the proposed
buildings. The foundation, stem walls, and siding will extend to the existing grade.
No fill will encroach on the north property;
7) Concrete rip-rap has been added to control erosion and undercutting along the NE.
corner of the existing building. Rooting and guttering systems of the existing
building should prohibit runoff ti flowing along this building edge.
