The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information for further staff review: Two (2) revised site and landscaping plans. Easement Dedication Sheet and required documents (if applicable). Please note that the Easement Dedication Sheet and the necessary documents are required prior to the issuance of a building permit. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Warehouse is not a permitted use in the CB Commercial Business zoning district. However storage is allowed as an accessory use to the retail and office space. The storage space will have to be Tess than 25% of the total square footage of retail and office space. With your current plan you will be allowed approximately 3,400 s.f. of storage space. Parking for this space will use the retail parking requirements. 2. Sheet one of the site plan shows two enclosures 12' by 9'6" outside dimensions. Sheet two refuse enclosure detail shows 12' by 10' outside dimensions with 8" block walls, resulting in an inside dimension of 10' 8" by 9'4 ". Inside dimension of enclosure must be a minimum of 12' by 12'. Comments by Pete Caler, Sanitation. 3. You will be required to provide a screening gate on the dumpster enclosure because it is facing the public right of way. 4. Please make a note on the plan that signs must be reviewed and permitted separately. 5. You will be required a 5' landscaped buffer along all property lines that adjoin commercially zoned or developed property. You may not count these plantings toward your total landscape points. 6. You are currently showing 24 spaces at only 17'6" in length. The minimum length of a parking space is 18' with a 2' overhang. 7. Please show distances to all adjacent driveways, per the City of College Station Driveway Ordinance. 8. All meters must be located in the ROW or in an easement. 9. You are required to screen all parking from the right -of -way. This may be accomplished using a solid row of shrubs, an earthen berm, or structural elements. 10.The streetscape requirements call for one canopy tree for every 25 -feet along Highway 6 Frontage Road. You will be required to install 14 canopy trees within 50- feet of the property line. The plan currently shows 13 trees. 11. Please delineate the required 24' landscape reserve on the plan. 12. End islands are required at the end of every parking row. Please provide an end island at the end of the parking row that terminates near the northern corner of the property. 13.The proposed loading areas block parking spaces and drive aisles in some locations. This will not be allowed. 14. Please call out the FDC (fire department connection) on the building. (What is currently called "riser for sprinkler system ? ") 15.The covered parking drive aisle must be a minimum of 20' wide. The turn around provided at the end of this aisle may not be greater that 4' deep. 16. Please make a note on the plan that a 6" raised curb is required around all edges of all paved areas. This includes the driveway. 17. Please make a note on the landscape plan that all island areas must be planted or must have enhanced paving. 18.AII transformers, meters, A/C units, loading docks, dumpsters, utility connection points must be screened from the right -of -way and adjoining properties. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and 'bubbled" on your plans. Please provide the Volume and Page number for any existing easements. Reviewed by: Jennifer Flanery Date: September 12, 2002 ENGINEERING 1. Please show the right of way line for the proposed Barron Road that is currently in the process of being acquired by the City of College Station. Please consider revising the site plan accordingly so we can work with the eventual site layout without having to make drastic changes mid -way through the process. 2. A cross - access easement will be required over that portion of the access drive to be shared with the adjacent property. 3. Please insure that the ANSI guidelines for accessibility meet or exceed the Texas Architectural Standards. 4. Please revise notes 7 &8 on sheet 2 to reference `drive' instead of `street'. 5. Please extend drive access farther into the property before splitting off to meet minimum driveway throat requirements. 6. Please verify that a 4 -inch sanitary line would be adequate for the proposed uses. If a 6 -inch line is needed, we would prefer connection to a manhole. 7. Developer installs conduit per city specs and design. 2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs first 10'. City installs remainder. 3. Irrigation system must be protected by either a Pressure Vacuum Breaker or Reduced Pressure Principle Back Flow Device and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. If all items have not been addressed on the next submittal, another $200 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information for further staff review and approval: Six (6) complete sets of construction documents for the proposed development with the revised site and landscaping plans attached. Please add a note to the site plan that the dumpsters will be screened by a minimum of an 8' wood - screening fence. 2. Please specify the species of shrub used for the buffer and the screening shrubs. Please be aware that these will not be allowed to be a dwarf shrub species. 3. Please add a note to the landscaping plan regarding the buffer. State the species and number of trees and shrubs to be used in the buffer. Live Oaks have a 35 -foot minimum separation distance from other Live Oaks. Because of this the buffer may not consist of entirely Live Oaks. 4. At the northwest corner of the property there is a buffer tree and a streetscape tree that do not meet the 20 -foot required separation distance for canopy trees. You may remove the streetscape tree from the plan because you are showing 15 streetscape trees when only 14 are required. 5. The location of the dumpster was changed since the last review. Because of the size of the sanitation trucks, please move the dumpster located on the northwest property line further north so that there is a straight path for the trucks. The sanitation trucks are approximately 25 feet long and are front loaders. Please contact Pete Caler with Sanitation or me if you need further explanation. 6. Please add a note to the site plan that the "Areas #1 -6" are separated out for the parking calculation only and are not defining the lease spaces. The retail /office /warehouse make -up of some of the spaces would preclude them from being leased separately. 7. In addition to the "Storage Note" on the site plan, please add that no storage area may be used for retail sales without additional parking. The areas must be used exactly as described because of the lack of parking for more retail and the fact that warehousing as a primary use is not allowed in this zoning district. 8. From our discussion on October 2, 2002, trucks in the loading areas will not be allowed to overhang into the fire lane. The Fire Marshall has asked for the size and type of the vehicle that will access each dock be noted on the site plan. Please note whether any of these areas are docks. The site plan will be allowed to proceed with development shown as desired by applicant with the addition of the delineation and description of the Right of Way acquisition specified in the resolution. 2.
