HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Molly Hitchcock Date: September 18, 2003 Email: mhitchcock @cstx.gov Item: Public hearing, discussion, and possible action on a rezoning from A -O Agricultural Open and R -1 Single Family Residential to A -P Administrative Professional and R -1 for the Henry Kapchinski property consisting of 20.82 acres located at the southern corner of North Forest Parkway and the Earl Rudder Freeway frontage road. Applicant: Henry Kapchinski Staff Recommendations: Staff recommends approval of the rezoning with the condition that the floodway /floodplain not be rezoned. Item Summary: Through this rezoning, the applicant would like to prepare 15.598 acres of land off of North Forest Parkway for medium density single family residential and 5.221 acres off of the Earl Rudder Freeway frontage road and North Forest Parkway for office uses. The property is abutted by undeveloped land and two thoroughfares. Comprehensive Plan Considerations: The Land Use Plan for this area was amended earlier this year as part of the Mixed Use Study. The plan reflects Single Family Residential Medium Density, and discussions during the amendment process with the P &Z and City Council indicate that Office would also be an appropriate land use designation for the frontage area of North Forest Parkway (a minor collector) /Earl Rudder Freeway (freeway). Floodplain /Streams is shown to run across a portion of the property, so staff recommends the FEMA floodway /floodplain not be rezoned. Item Background: The front portion of the property was annexed in 1971 when property was brought in as R -1. The eastern portion of the property was annexed in 1977 and brought in as A -O. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date.
