The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, September 8, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for September 18, 2003, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Preliminary Plat application; Ten (10) copies of the preliminary plat; One (1) Mylar original of the preliminary plat; and, One (1) copy of the digital file of the preliminary plat on diskette or e-mail to nmanhart@ci.college - station.tx.us Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Because of the size and number of lots proposed in the development, a Master Plan is not required. Refer to UDO. 2. A Preliminary Plat application should be submitted with the following additional information not currently on the plan: • The words "PRELIMINARY PLAT - NOT FOR RECORD" • North should be facing up on the plan • Lot dimensions • A number or letter to identify each lot and block • Location of current City limit lines • The scale in feet • Metes and bounds description on the plat • The proposed names of all streets should be on the streets and not on lots • The widths of proposed easements and R.O.W. • Utility line sizes • Street radius • Proposed phases if any 3. The zoning must be in place before the Preliminary Plat can be processed. Please indicate the R -1 zoning on the PP. 4. Carroll Drive is a duplicate street name. Please select another name. 5. You will need any required off -site easements submitted with the Final Plat Application with infrastructure plans. 6. Please ensure that drainage to TxDOT ROW is not increased by this development. The Subdivision Regulations state that a 20 -ft PUE is required at the rear of all Tots. On the interior lots you may provide 10 -ft on the back of each lot. 3. Because you requested a variance to the sidewalk requirement, you may remove the sidewalk from the Preliminary Plat. 4. Please provide 15 -ft PUE along ROW between Lots 35 and 36. 5. Please provide 15 -ft PUE along ROW between Lots 22 and 23. 6. Please show 15 -ft PUE along east lot line of Lot 23. Please note, staff will be reviewing this project under the BCS Unified Design Guidelines. 2. Show estimated 100 -yr floodplain line bolded. 3. Public sewer line should not go under dam if cover is over 6 -ft, especially outlet structure unless encasement is provided. 4. Utility line sizes shown on this document are not approved as shown. Line sizes will need to be confirmed with required engineering design report. 5. Please ensure sufficient stormwater inlets are provided along Southern Trace Drive on the east side. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 2 of 2 MEMORANDUM April 5, 2004 TO: Planning and Zoning Commission FROM: Jennifer Prochazka Email: jprochazka@cstx.gov SUBJECT: Preliminary Plat for the Southern Trace Subdivision Item: Consideration, discussion, and possible action on a Preliminary Plat for Southern Trace Subdivision, consisting of 44 lots on 15.01 acres, generally located 2,025 feet to the south of Graham Road on the east side of Wellborn Road. (03 -207) Applicant: Robert Carroll, property owner Staff Recommendations: Staff recommends approval of the Preliminary Plat. Item Summary: The applicant is proposing single - family residential development. A preliminary plat was approved for this property in November 2003. Since that time, the applicant has learned of TxDOT's future plans to widen Wellborn Road. The applicant has set aside property to accommodate this future widening (this area is shown as Reserve A and Reserve B on the plat.) Comprehensive Plan Considerations: The Land Use Plan designates this property as Single- Family Medium Density. Wellborn Road is designated as a major arterial and the future State Highway 40 is designated as a freeway /expressway on the Thoroughfare Plan. Item Background: The property was annexed in to the City in 1995 and was rezoned from A -O Agricultural Open to R -1 Single Family in 2003. This property is located across State Highway 40 right -of -way from Edelweiss Gartens Phase 4. Budgetary & Financial Summary: OP to be requested for sewer extension. Related Advisory Board Recommendations: The Parks Board approved fee in lieu of land dedication. Supporting Materials: 1. Location Map 2. Aerial Photograph 3. Application 4. Copy of Preliminary Plat INFRASTRUCTURE AND FACILITIES Water required for plat: Each lot is required to have public water service and fire service, as shown on the plat. Water service will be extended from an existing 8 -inch water line in the Edelweiss Gartens Phase 4. Water is to go through the subject property to serve adjacent tracts along SH 40 and Wellborn Road. Water Service: Water to be provided to each structure, as required. Sewer required for plat: Each lot is required to have public sewer service, as shown on the plat. Sewer extension will come off a 10 -inch main located on Edelweiss Phase 4 property, currently under construction. Sewer to be extended through the subject property to adjacent tracts along SH 40 and Wellborn Road. Sewer Service: Sewer to be provided to each structure, as required. Streets /Access: Wellborn Road is designated as a major arterial and the future State Highway 40 is designated as a freeway /expressway on the Thoroughfare Plan. Residential access is precluded on Wellborn Road and State Highway 40, where applicable. Off -site Easements required for plat: Easements for utility extensions are not required in TxDOT ROW, however, a permit from TxDOT is needed. Drainage: Drainage is to the west to an unnamed tributary of Hopes Creek crossing Wellborn Road. Flood Plain: No FEMA floodplain onsite. Oversize request: The 10 -in sewer will serve additional properties along SH 40 and Wellborn Road. OP to be requested. Impact Fees: None Parkland Dedication Fees: The Parks Board approved fee in lieu of land dedication.
