HomeMy WebLinkAboutSTAFF REPORT STAFF REPORT Project Manager: Jennifer Prochazka Date: September 10, 2003 Email: jprochazka @cstx.gov Item: Public hearing, discussion, and possible action on a rezoning for 15.016 acres, generally located 2,025 feet to the south of Graham Road on the east side of Wellborn Road, from A -O Agricultural Open to R -1 Single Family Residential. Applicant: Robert Carroll, agent for owner Donald Carroll. Staff Recommendations: Staff recommends approval of the rezoning. Item Summary: The applicant is requesting a rezoning from A -O Agricultural Open to R -1 Single Family Residential in order to develop the property as a residential subdivision. The property is surrounded by vacant A -O on the south and west sides, Wellborn Road to the east, and future State Highway 40 right -of -way and vacant A -O to the north. Comprehensive Plan Considerations: The Land Use Plan designates this property as Single Family Medium Density. The requested zoning is in compliance with the Land Use Plan. Wellborn Road is designated as a major arterial and the future State Highway 40 is designated as a freeway on the Thoroughfare Plan. The property is currently surrounded by vacant land that is shown to be Single Family Medium Density on the Land Use Plan. It is located across the State Highway 40 right -of -way from the future phases of Edelweiss Gartens. Item Background: The property was annexed in to the City in 1995 and has remained A -O Agricultural Open since that time. The property is not platted. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date. Off -site Easement: Easements to accommodate utilities mentioned above will be required to plat the property. Drainage: Drainage is to an unnamed tributary of Hopes Creek crossing Wellborn Road.
