Item: Public hearing, discussion, and possible action on rezoning for Kenneth
Schick Tract 7, consisting of 5.22 acres generally located along the south side of
Southwest Parkway near the southeast corner of Southwest Parkway Wellborn
Road, from A -O Agricultural -Open and C -1 General Commercial to R -4 Multi -
Family and from C -1 General Commercial to A -O Agricultural -Open.
Applicant: Greg Taggart, Municipal Development Group, Agent
Staff Recommendations: Staff recommends approval of the rezoning.
Item Summary: The applicant is requesting a rezoning from A -O Agricultural -
Open and C -1 General Commercial to R -4 Multi - Family in order to develop the
property as an apartment complex; and a rezoning from C -1 to A -O for the
portion of the floodplain that is not currently zoned A -O in order to preserve this
area as greenspace. The floodplain and floodway bisect the property near the
western property line.
The property is surrounded on the east and south by City of College Station Park
property, on the north by Southwest Parkway, and on the west by Tract 9 of the
Kenneth Schick Addition, which is currently zoned C -1, but has a positive
recommendation from the Planning and Zoning Commission for a rezoning to R-
4. Tract 9 and the subject property, Tract 7, are proposed to be developed as a
single apartment complex.
Comprehensive Plan Considerations: The Land Use Plan shows this property
as Floodplain and Parks. The requested rezoning to A -O for the floodplain is in
compliance with the Comprehensive Land Use Plan. The floodplain is a priority 4
on the Greenways Master Plan. The requested rezoning to R -4 is in compliance
with the Residential Attached land use designation shown on surrounding
properties on the Land Use Plan. Since the City of College Station does not own
this property, the Parks land use designation is not appropriate.
The applicant went before the Parks Board on September 9, 2003 for discussion.
A portion of this tract that adjoins the existing City parkland will be dedicated to
the City of College Station to fulfill the Parkland Dedication requirements for the
multifamily development on the subject property and Tract 9 of the Kenneth
Schick Addition. The exact location and amount of parkland was not determined.
The property is surrounded by land that is shown on the Land Use Plan as
Parks, Floodplain, and Residential Attached.
Item Background: The property was annexed in 1969 and a portion of the
property to the west of the creek line was zoned C -1 in 1975. The property to
the east of the centerline of the creek has remained A -O. The property was
platted in 1982.
The Crossing Place Apartments, located on Tract 3 of the Kenneth Schick
property, were constructed in 2002.
Commission Action Options: The Commission acts as a recommending body
on the question of rezoning, which will be ultimately decided by City Council.
The Commission options are:
1. Recommend approval of rezoning as submitted;
2. Recommend a less intense zoning classification;
3. Recommend denial;
4. Table indefinitely; or,
5. Defer action to a specified date.

INFRASTRUCTURE AND FACILITIES
Water: An existing 12" main is along Southwest Parkway and a portion
of Wellborn Road. The 12" line along Wellborn will need to be extended
to the south end of the subject property.
Sewer: An existing 10" sewer traverses the property.
Streets: Southwest Parkway is classified as a Minor Arterial on the
Thoroughfare Plan. Wellborn Road is a Major Arterial.
Off -site Easements: None known to be needed at this time.
Drainage: Drainage is to the branch of Bee Creek onsite.
Flood Plain: Greenway, floodplain and floodway encumber a significant
portion of this property. The floodplain is designated as Zone X on the
FIRM.
Oversize request: None at this time.
