Subject: Shenendoah Phase 8A
Please refer to the Staff Report to the P &Z for this plat, 10/16/03 meeting. The plat was approved on
condition that:
a) the plat show the required PUE, or
b) the required documentation for separate easements be submitted for processing.
The plat does not show the easement and can not be filed as submitted unless the required easement
documentation is submitted.
In addition, the separate document easement turned in with the plat application is now outdated in that
Phase 8B platted a portion of the PUE. We would not want to dedicate an additional easement on top of
the platted easement.
The plat can be filed when all required documentation has been received.

1. Hear Citizens. At this time, the Chairman will open the floor to citizens wishing to address the
Commission on planning and zoning issues not already scheduled on tonight's agenda. The citizen
presentations will be limited to three minutes in order to accommodate everyone who wishes to
address the Commission and to allow adequate time for completion of the agenda items. The
Commission will receive the information, ask city staff to look into the matter, or will place the
matter on a future agenda for discussion. (A recording is made of the meeting; please give your name
and address for the record.)
2. Public Comment on the Unified Development Ordinance (UDO). At this time, the Chairman will
open the floor to citizens wishing to address the Commission on the recently adopted Unified
Development Ordinance. The citizen comments will be limited to three minutes in order to
accommodate everyone who wishes to address the Commission and to allow adequate time for
completion of the agenda items. The Commission will receive the information and it will be added to

Item: Consideration, discussion, and possible action on a Final Plat for
Shenandoah PH 8 A consisting of 39 lots on 13.7 acres generally located at
Decatur Drive and Alexandria Avenue.
Applicant: McClure Engineering
Staff Recommendations: Staff recommends approval of the Plat with the
conditions outlined in Staff Review Comments # 2.
Item Summary: This item is for consideration of a Final Plat for Shenandoah
Phase 8A. The approved Preliminary Plat for Phases 8 and 9 did not include 8A
and 8B. The Applicant has resubmitted the Preliminary Plat to show the revised
phasing. It appears that each phase is in compliance with the subdivision
regulations and is able to stand alone. The Preliminary Plat for Phase 8 and 9
was approved on the condition of an access way to the park at the end of Dayton
Court and a sidewalk along the cul -de -sac. Both conditions are being met per
the construction drawings.
The subject property is zoned R -1. The plat includes construction of Alexandria
Avenue from Southern Plantation to Decatur Drive. Inside Alexandria is the City
Park. Water and sewer is to be extended to each lot per construction plans.
The subject site is in the Spring Creek Sewer Impact Fee Area. The current fee
is $349.55 per Living Unit Equivalent payable at the time of filing of the plat.
Comprehensive Plan Considerations:
Land Use Plan: Single- family, residential.
Thoroughfare Plan: Alexandria is a minor collector, Decatur is a major collector.
Parkland Dedication: Parkland to be dedicated prior to filing of plat. Shown as
College Station Park on plat.
Open Space Dedication: None
Special Area Plans: N/A
Budgetary & Financial Summary: Over -size participation is being requested on
the construction of Decatur and the 12 -in water line. Impact fees are due on all
platted lots.

ENGINEERING
1. The required easement was submitted with the construction drawings,
however, the required easement documentation was not submitted along with
it. This will need to be submitted prior to release of the construction
drawings.
It is preferred to show these easements on the plat since they are contiguous
with Shenandoah 8A. Change the dark border line to include the easements.
If this is done, the easement dedication documentation will not be needed.
