Taggart Date: January 10, 2003 Re: Krenek Crossing Subdivision (Formerly referred to as Dartmouth Crossing Case 02- 00500186 Staff review comments No. 2) We have modified the project concept in accord with staff concerns about the Lot sizes. The subdivision is now small single family — 47 lots built to R1 -A standards, minimum Lot size 4000 SF. All of the proposed lots meet this standard. Some additional comments pertinent to staff review comments No. 2 are Engineering 1. Development order is proposed North to South as indicated. (Bardell, Bishop, Wells) 3. Name has been changed. 4. We do not understand the requirements to change to "last names only" although we have done so. Streets named after people, using both names are all over College Station, is this policy new? Marion {ugh, Earl Rudder, King Cole, Ran Boswell, Joe Orr, Harvey Mitchell are all "two name" thoroughfares in College Station. Please Explain. 11. Lines have been clarified by width and call outs. 12. We have revised to tie back to the Dartmouth line. 14. Moofed SIGN 16. We have identified sanitary sewer sizes. HERE 17. I will forward your comments as well as the authority you provided to the developer and applicant. »> Mark Smith 12/16/02 10:09AM »> We are required to provide garbage collection. We have provided development services with all of the information about each service and the physical requirements of each. We need for all developers to be aware of those requirements so that their design can accomodate the services. We are looking at the preliminary plat & imagining how we would serve this development. If each lot has a driveway then the only way to provide single family service is to prohibit parking on the streets. You may want to let the developer know that this is the case here. We have had this problem in other parts of town. Look in Northgate, Avenue A and on Aurora Court for some of the problems and solutions. We need to look at the standards and /or variances that have allowed the approval of these kinds of problems. On the authority issue, Chapter 11 of the City Code says the following; D. SERVICE LEVEL AND APPEAL The Director or his delegate may upon notice and hearing require replacement of containers and /or changes in container type or the service levels at any location when he deems the current service level to be inadequate causing a health, sanitation or litter problem. The decision of the Director or his delegate may be appealed to the City Manager by the customer. So, basicaly, we can dictate what is the best service design. We'd prefer that the developer take solid waste service into consideration at the design phase so that we can help them to get the kind of service that will serve the solid waste customer (not necessarily the developer) the best. There are ample examples around town where we have had to make -do because solid waste was considered someone elses problem. Depending on what type of residential they decide to build, a site plan may not be required. Also, on their first submittal the streets were shown as private, but they have changed their proposal and are now showing public streets. Do we still have the authority to require dumpsters as opposed to individual residential containers?
