The following page is a preliminary list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by Monday, September 9, 10:00 a.m. to be placed on the next available Planning and Zoning Commission meeting scheduled for Thursday, September 19, 2002, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. Ten (10) copies of the revised site plan. Ten (10) copies of Sign details. If you have any questions or need additional information, please call me at 764 -3570. Also, if you would like to meet to discuss some of the items listed under staff review comments, please call me at your earliest convenience and I will set up a meeting with Jennifer Flanery and Spencer Thompson to further clarify their comments. The next submittal will constitute a full review. 1. All aspects of the site plan are part of the Conditional Use Permit. Please be aware that the portable buildings must be approved through the CUP process. 2. Since this is a Conditional Use Permit the sign dimensions, elevation and setbacks will need to go before the Planning and Zoning Commission at the same time. Please submit these items with the next review. 3. Please show the location of the dumpster pad. The expansion will require a minimum of a 12 x 12 pad with a 12 -foot clear opening. Dumpsters are required to be screened with a 8 -foot wood fence. 4. Please provide a legal description of the property and the total site area in the title block. 5. Please show the current zoning of all adjacent properties (City of CS property to the SW is R -1; property to the N is R -6; property to the NW is R -3). 6. Please indicate where in the site the floodplain is located. 7. Please indicate the required building setbacks on the plan. 8. Please indicate fire lanes as a painted line on the ground the entire length of the designated fire lane. 9. Please provide a curb and pavement detail. A 6" curb is required around all edges of all parts of all paved areas without exception. 10. Please show location of all transformers, NC units, utility connection points on buildings, and provide visual screening for all. 11. Please provide a landscape legend that outlines the species of plants to be used for streetscape and for parking screening. 12. Please provide an irrigation plan or provide the note on the plan that the irrigation plan will be approved prior to C.O. 13. Please provide a water and sanitary sewer legend to include water demands (minimum, maximum and average demands in gallons per minute) and sewer loadings (maximum demands in gallons per day). 14. Portable buildings must be spaced at a minimum of 15 -feet apart without additional fire protection. 15. We strongly suggest that you install plantings to screen the portable buildings from the street right -of -way to mitigate their negative impact. 16.You are required to provide 180 -s.f. of landscaped islands at each end of each row of parking. You are also required to provide 180 -s.f. of landscaped islands for every 15 interior parking spaces. If your end islands are greater than the required 180 -s.f., then the additional square footage may be used toward your interior island requirement, If this is the case, please provide the square footage of all islands. If you need clarification on which of your parking spaces are considered interior and peripheral, please contact me. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. If the current worship building will still be used for services after the proposed worship building is constructed, then the additional phase 3 parking may need to be constructed with phase 2. 18. Due to the large expansion in the building and parking areas, the existing parking will be required to meet our current parking standards, which includes curb and gutters around all paved areas. 19. Please provide the location of all existing easements on and adjacent to the site. 20. Please be aware that all meters need to be located in an easement or public R.O.W. 21. Please be aware that the Planning and Zoning Commission has the authority to require additional buffering between adjacent residential uses. Please state on site plan 100 -yr flood elevation is 274.3 as per FEMA FIS. \ \ 3. Since you are re- constructing the west driveway, all 3 driveways do not meet minimum spacing requirements, and left turns are prohibited into and out of the west drive, this drive should be constructed as a right- out -only driveway. 4. Please show proposed finished floor elevation on new building. 5. Please show erosion control measures on Sheet C.0.3. ' 6. Please provide detail on curb outlets, pilot channels and swale to culvert. 7. Please submit easement dedication sheet for waterline easement. Plantings will be required to aid in the visual screening of the dumpster from the right -of -way. 2. All end islands must be landscaped and raised with a 6" standard curb surrounding it, and must be a minimum of 180 s.f. The handicapped aisles may not serve as end islands. 3. Please show the symbols of all plant species to be installed on the landscape legend. 4. All newly constructed paved areas must be curbed. For the existing sidewalk, a curb between the sidewalk and the parking lot will be required. 5. The 3 -foot solid screening shrubs will be required to screen the parking lot from the right -of -way. 6. For parking determination purposes, please note on the plan that the existing Worship building will no longer be used as such. Please provide the intended use of this building. 7. An end island is required between the dumpster and the last parking space in that row. 8. Any new parking will be required to have curb and gutter installed. 9.
