Dear Mayor Silvia and City Council Members,
The College Station Bikeway and Pedestrian Master Plan is very
important to the health and well being of many citizens of College
Station. Health professionals are becoming more and more conscious of
the necessity of increased physical activity in this age of computers,
automobiles, and televisions. Having safe, convenient, and accessible
bike paths provides one important way of getting exercise while going
about daily tasks. Public school administrators and teachers are
recognizing the need to educate their students about daily exercise, and
bicycling provides beneficial exercise. Energy specialists are well
aware of the importance of using renewable resources in transportation.
Certainly having convenient bike and pedestrian pathways will allow
citizens to conserve non - renewable resources by using very renewable
muscle power. Only if we provide public education on sharing the
roadways, actively support bicycling, and provide safe routes, will
there be increased safe use of bicycles.
Implementing the bicycle and pedestrian pathways in the plan will
allow adults and children to travel throughout our city without having
to own a car, to live in an area with bus routes, or to wait for
someone else to provide transportation. This plan needs to be revisited
and revised as the city grows. The routes, lanes, and paths need to be
expanded, as funds and opportunities arise. This must be done
proactively. Because many grocery stores, book stores, restaurants, and
other businesses of interest are on major thoroughfares, bicycle lanes
and pedestrian paths need to be included in road revisions. City staff
must be proactive in negotiations with the Texas Highway Department on
this issue. Given that cities like Boulder and Denver actively support
bicycling, College Station is not too populated to provide space for
this alternative means of transportation.
It is very important that all neighborhoods have bicycle and
pedestrian access to the rest of the city. For the Windwood
neighborhood, I request that the Harvey Road bike route be upgraded to a
bike lane, particularly as Harvey Road is widened by TXDOT in the
future. When the U -turns are built for the Bypass traffic, the medians
under the Bypass for traffic going straight (east -west) should have
bicycle /pedestrian paths and crossing lights. This is the time to insure
that residents can safely go to the Mall and the rest of College
Station, and citizens can go by bike to and from the new Veteran's
Memorial Athletic Park.
As a College Station citizen, as a former college student who used a
bicycle as my only means of transportation, and as a Brazos Greenways
Council member who advocates such connections within the city, please
support this plan for recreation, easy access, independence, and healthy
exercise.

I am very excited to finally have the opportunity to present the Bikeway and Pedestrian Master Plan to
you during the October 10, 2002 City Council Meeting. I have attached the draft report to this memo.
Since this report was printed, several minor changes have been made to the map included in the
report. These changes include changing bike lanes to bike routes on segments of Rio Grande
Boulevard, Deacon Drive, Brothers Boulevard, Longmire Drive, and Emerald Parkway where adjacent
residential development exists. A revised map has been included in electronic format with the item
coversheet. If you have any questions about the report or map prior to the council meeting, please

RE: Bikeway and Pedestrian Master Plan Update
City Council's 2001 -2002 Strategic Plan includes a strategy to improve bike /pedestrian
friendliness by constructing and maintaining bike /pedestrian infrastructure. Part of this
implementation plan involves updating the bikeway master plan. I am very excited that we are
nearing the end of this update process and will be presenting our master plan to you at the
August 1, 2002 Planning and Zoning Commission meeting. A draft of the Bikeway and
Pedestrian Master Plan update has been attached for your review. If you have any questions
