HomeMy WebLinkAboutSTAFF REPORTSTAFF REPORT Project Manager: Jennifer Reeves Date: 08 -13 -03 Email: jreeves @cstx.gov Item: Public hearing, discussion, and possible action on a Rezoning from A -O Agricultural Open to R -1 Single Family and R -2 Duplex for the 71.37 acre -tract generally located southeast of the Edelweiss Subdivision and west of Bald Prairie Subdivision. Applicant: Mr. J. Steve Arden, Applicant & Property Owner Staff Recommendations: Staff recommends approval of the rezoning Item Summary: The applicant is requesting this rezoning in order to prepare the property for future development. The 63.53 acre -tract that is currently zoned A- O Agricultural Open is being proposed to be rezoned to R -1 Single Family. The 7.84 acre -tract that is currently zoned A -O Agricultural Open is being proposed to be rezoned to R -2 Duplex. To the north and northeast of the subject property is undeveloped A -O Agricultural Open and R -3 Townhouse. To the east, south and west of the subject property is A -O with Single family dwellings (bounded by Renee Lane, Jamey Lane, Barron Road and Wellborn Road). Comprehensive Plan Considerations: The Land Use Plan shows this area as Single Family residential Medium Density. The proposed R -1 Single Family in compliance with this plan, and the R -2 Duplex falls within the medium density range therefore staff supports this rezoning request. Item Background: The subject property was annexed into the City of College Station City Limits June of 1995 and currently is not platted. Commission Action Options: The Commission acts as a recommending body on the question of rezoning, which will be ultimately decided by City Council. The Commission options are: 1. Recommend approval of rezoning as submitted; 2. Recommend a less intense zoning classification; 3. Recommend denial; 4. Table indefinitely; or, 5. Defer action to a specified date. Sewer: Sewer is to be extended from Edelweiss Gartens Phase 5. Streets: The Thoroughfare Plans shows a minor collector to traverse the property from SH 40 to Victoria. Off -site Easements: Sewer and water easements necessary for this development are being shown on the surrounding plats. Drainage: Drainage is proposed to go to an on -site detention pond and then to the Edelweiss Gartens Park detention pond. Flood Plain: No FEMA floodplain on -site. Other floodplain may exist. Oversize request: OP may be requested on utility extensions. Utilities must be extended to and through a development. Line sizes in excess of what a development needs may qualify for OP funds.
