The sampling watt performed on March 20, 2007 by Mr. Michael Gaines of F.nvirotesi, Ltd. Mr. Gaines is licensed by the Department of State Health Services as an Asbestos Inspector (#60- 2789). WOPE OF WORK The scope of this project was lirnited to suspect asbestos -containing materials associated with the Pawn Shop Building on the above -referenced property. Twenty-four (24) samples were collected during the inspection. Samples of the following material were found to contain greater than one percent (1 Yo) asbestos: 1) Floor Tile Mastic Suspect Materials Tested During the inspection, sampled materials were assigned a sample number and a homogenous Breit number. Samples were collected of each area and the friability and condition of the suspect material was assessed. Table I contains the homogenous area numbers, material types, material descriptions, analytical results, and ha72rd assessments. Wbon QualftV is the Priority 1J:COMMENDATTONS Recommendations concerning the Asbestos -Containing Material (ACM) identified in this limiter inspection are based on the following: 1. Condition 2. Friability 3. Potential for disturbance Condition and Friability The asbestos -containing floor tile mastic wws in good condition and considered non - friable. Res once Actions for Renovation According to NESHAP.S 40 CFR 61 Subpart M, 61-145 and DSHS Texas Asbestos Health Protection Rules. 295.60, friable or potentially friable ACM which will be disturbed, or has the potential to be disturbed during renovation, must be removed. A licensed asbestos eonsuhuni. should be consulted prior to any renovation operations in a building or other structure containing ACM. In DSHS' regulated structures, a licensed asbestos abatement contractor must be used. The project must be designed by a DSHS licensed asbestos consultant and monitored by a DSHS licensed company. Response Action for Demolition: According to NESIMPS 40 CFR 61 Subpart M, 61.14,5 all asbestos containing material must be removed from a building prior to demolition. Exceptions to this rule can be found in 40 CFR 61.145(c)(1) and in some circumstances, includes (:alegory I and Category II materials. Additionally, a DSHS licensed asbestos abatement contractor must pertiirm the removal. Analytical Methods All analyses were performed at our Houston laboratory using standard oil immersion and optical staining techniques. Envirotest, Ltd. is an American industrial IIygiene Association (ATHA) accredited laboratory (ID #10643), a National institute cif Standards and Technology NVLAP-accredited laboratory (tt101595), and licensed by the Department of State Health Services (430-0005) for asbestos laboratory analysis. Limitations— 'Phis sampling report does not guarantee that additional ACM is not present. The scope: of this project was limited to the materials sampled within this report. Areas such as, but not limited to, inside walls, inside dwrs, beneath existing floors, We areas, inaccessible areas concealed by finishing materials, and all other portions of the buildings not designated in the Scope of Work were specifically excluded. 'ne following analytical results pertain to only the sample analyzed and may not reflect the actual composition of the entire homogeneous area. Envirotest, Ltd. assumes no responsibility for any subsequent use or interpretations of these analytical results. Demolition - the wrecking or taking; out of any load -supporting structure member and any related razing, removing, or stripping of asbestos products. Disturbance - wntact which releases fibers from ACM or debris containing ACM including activities which that disrupts the matrix of ACM, render ACM friable, or generate visible debris. Encapsulation - a method of control of asbestos fibers in which the surface of ACM is penetrated by or covered with a liquid coating prepared for that purpose. Enclosure - the construction of an airtight, impermeable, semi -permanent barrier surrounding asbestos to prevent the release of asbestos fibers into the air. Fiber - a particulate form of asbestos, 5 micrometers or longer, with a length -to diameter ratio of at least 3 to 1. Friable Materials - any material that when dry can be crumbled, pulverized, or reduced to powder by hand pressure. Homogeneous Area, - an area of surfacing material or thermal system that is uniform in color and. texture. Intact - means that the ACM has not crumbled, been pulverized, or otherwise deteriorated till that it is no longer likely to be bound with its matrix. Removal - all operations where ACM is taken out or stripped from structures or substrates, and includes demolition operations. Renovation - the modifying of any existing structure, or portion thereof. Reyair - overhauling, rebuilding, reconstructing, or reconditioning of structures or substrates, including encapsulation or other repair of ACM attached to structures or. substrates.
