UNIVERSITY PARK PLAZA Alternative Parking Plan Exhibit "A" Proposal: Allow low traffic - generating medical offices at the existing center at a parking rate of 1 space per 250 square feet. Rationale: The health care industry is rapidly changing. New technologies now make it possible for traditional in- patient hospital care to be provided as an out - patient in a clinical setting. This has created many specialized out - patient medical offices and clinics. Such examples include dialysis treatment centers, imaging laboratories, diagnostic facilities and wound care centers. Many of these facilities are under the supervision of one licensed medical professional with administrative and support staff such as nurses, laboratory technicians and insurance coordinators. This trend is continuing in other medical offices such as doctors, dentists and counselors. In the local real estate market, out - patient professional medical offices are in demand. In the City of College Station's Unified Development Ordinance (UDO), most medically - related facilities and services fall under the definition of "Medical Clinic — a facility operated by one or more physicians, dentists, chiropractors, or other licensed practitioners of the healing arts for the examination and treatment of persons solely on an outpatient basis." Parking requirements of medical clinics less than 20,000 square feet are 1:200 square feet while general office uses are required 1:250 square feet. The traffic demands and parking needs of a clinic can vary wildly given the type of out - patient treatment, number of full -time doctors providing services, number of total employees and size of the facility. In an effort to more accurately define medical facilities and their parking needs, the following parking plan identifies medical facilities that are low- traffic generators and function as a general office use versus a true medical clinic. History of the Office Park: The site plan for the office park was approved in 2000. At that time, service offices, government offices and professional offices (including doctors and other medical professionals) were all permitted uses in the A -P zoning district. The property classification allowed for these uses. Two medical facilities (originally Dr. Maraist and Advanced Diagnostic Imaging) were legitimately allowed in 2001 as office uses with a parking requirement of 1:250. Both medical facilities have continued to operate or other legally non - conforming uses were substituted. Each facility had a professional doctor and various office personnel as well as licensed nurses and other associated professionals.
