SUBJECT: GATEWAY VILLAS (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
Easement Dedication Sheet and required documents.
Please note that the Easement Dedication Sheet and necessary documents are
required prior to the issuance of a building permit. Also, Parkland Dedication fees are
due at the time of building permit. If there are comments that you are not addressing
with the revised site plan, please attach a letter explaining the details. If you have any
questions or need additional information, please call Spencer Thompson or msyelf at

Project: GATEWAY VILLAS (SP) — 03 -130
P ANNING
AP Please show the emergency access connection to the Gateway Phase 1 and
provide any access /gate details.
2. On the site plan, please identify the total site area.
3. Please identify ownership of abutting parcels.
4. Please identify the private road that leads to the development.
5. As this project is being reviewed as an apartment complex, please remove
"Proposed Forest Drive (24'- Private Drive)" from the drive aisles. The private road
into the complex will be Forest Drive.
6. Please identify all easements.
- 7. Handicap parking is required for apartments, but not condos in the current
configuration. Before the plans may be stamped approved, it will be necessary for
_. the applicant to provide documentation on the condominium status of the project.
8. The front of a property is that which faces and abuts a street. Please change what
' is shown as a rear setback to the front setback and identify the rear setback as the
opposite property line.
9 f this will be a gated community, please provide gate /access information.
10 he buffer ordinance requires a six -foot wooden fence between multifamily and non-
residential. Please show the fence on the appropriate property lines.
11. In regards to Key Note #13, dumpsters need to be screened. Sanitation
recommends the enclosure be eight feet tall. Please change the note to read that
the enclosure will be eight feet tall or of adequate height to screen the dumpsters.
12. Please clarify that the interior of each dumpster enclosure will be at least 24 x 12
feet.
13. Please relocate the westernmost fire hydrant into a parking island so parked cars
can not block access to it.
14. Please change Key Note #12 so it is clear the fire lane markings will be painted on
the curb.
15. It appears the fire lane markings will also be painted behind all the parking spaces
(non -curb areas). Please clarify.
16. If any sidewalks are proposed for the development, please identify their locations.
17. Non - canopy trees are worth 40 points each.
18.According to Landscape Calculations and Plant List, the caliper sizes of the canopy
trees will be 2.5" and 3.5 ". Please remove the caliper description from General Note
#7.
19. General Note #9 describes a difference dumpster screening fence than is described
in Key Note #13 on the site plan.

ENGINEERING
1. Platting comments that affect this site will be returned separately.
2. This property has access to University Drive. Construction documents for this
access must accompany this Site Plan.
3. Easement for access onto Gateway Phase 1 must be indicated on plan.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

4. In order to subdivide this property from Phase 4, utilities and access must be
extended both parcels. Access easement shown on plat and lot already has sewer.
Extend water to Phase 4.
5. The off -site drainage easements must be filed and shown on the Site Plan. A
Drainage report is required to demonstrate compliance with City ordinances.
6. Private drainage structures are in PUE's. You must either relocate piping or denote
a strip as Private Drainage Easement covering piping.
7. Is encroachment into the 50 -ft buffer allowed in your USACE permit?
8. Please provide detail of culvert crossing at entryway.
9. Please note, water lines and sewer lines under pavement are required structural fill.
10. Sheet W1. Is it possible to relocate most north tee to the north and use a 90? Take
services off before 90? Line back up with branch using 45's? This would eliminate
dead end and storm crossing.
11. Water line C must be connected to line D to eliminate dead end. Adjust design and
easements.
12. Manhole #2 must be a drop connection for Sewer line B.
13. Manhole #3 must be a drop connection for Sewer line C.
14. Sheet DT1. Use City Standard detail for Standard Manhole or provide all
information. This project has manholes in excess of 6 -ft and 12 -ft.

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2000i version of plat and /or site plan.

7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines (including street lights).

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.

PLANNING
1. Please extend the screening fence along the property line by the Gateway
detention pond.

ENGINEERING Construction Plans
1. Sheet SS1 does not appear to call out SSMH #! As a drop manhole, as
required.
2. Sheet SS3, Manhole spacing on SS Line "C" exceeds TCEQ requirements.
You can relocate SSMH #8 to meet code and end the line in a clean -out.
3. Concerning the Explanation of Drop Manhole detail, see Water and Sewer
Specifications S.102.7. A.3. Manholes are required to have a 1 inch per foot
fall across manhole. Construction plans must show how design meets all
requirements. This detail does not demonstrate compliance with the spec.
The installation will need to meet City Specifications at final inspection.
Approval of these plans does not exempt this requirement. It is possible that
the detail exceeds the requirement.
ENGINEERING Site Plan
