SUBJECT: UNIVERSITY PARK VILLAS (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need
additional information, please call Jennifer Prochazka or Spencer Thompson at
764 -3570.

PLANNING
1. Please show side setback lines as required by Ordinance 1638 (7.5' side
setback required).
2. Please screen the transformer from adjacent properties.
3. $3,616 in Parkland Dedication fees is due prior to issuance of a building
permit.
4. The dumpster will have to be relocated per Pete Caler, Sanitation
Superintendent. It may be located at the opposite end of the parking lot.

ENGINEERING
1. Sewer line will need to meet current plumbing code.
2. Please add to note 14, "An elevation certificate is required for each building
(slab) on this site ".
3. Curb outlets must be designed to return storm water flow to sheet flow.
4. TP 3 is designed to be the low point for the flume. TP 7 is not designed that
way.
5. As per the previous comment, water and sewer demands are to be stated on
a per unit basis.
6. Why is the sidewalk a channel?
7. BFE determination documents to be reviewed and commented on separately.

Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address
the comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached;
$4,520 in Parkland Dedication fees due prior to issuance of a building
permit;
Easement Dedication Sheet and required documents.
Please note that the Parks & Recreation Board must approve parkland dedication fees,
in lieu of land, for the proposed development prior to the issuance of a building permit.
If parkland dedication has not already been approved by the Board, please contact Ric
Ploeger at 979.764.3486 to be placed on the agenda,
Please note that the Easement Dedication Sheet and the necessary documents are
required prior to the issuance of a building permit. If there are comments that you are

Project: UNIVERSITY PARK VILLAS (SP) — 03- 00500133
PLANNING
1. Please show the width of the drive aisle (the paved portion of the access
easements) and the location of parking on the lots adjacent to this site to insure that
minimum drive aisle widths are met and that there is acceptable traffic circulation.
2. What is proposed between the curbed parking area and the edge of the property?
3. Please indicate on the site plan all areas that will be covered in grass or ground
cover.
4. Handicapped parking will be required for this project.
5. A fire lane is required. Please be aware of turning radius and hammerhead
requirements.
6. What is the distance from the fire hydrant to the access?
7. Please dimension all drive aisle widths.
8. The buildings are located within 15 feet of one another. Additional fire protection will
be required.
9. There may not be pavement within 6 feet of the right -of -way.
10. Please dimension and label the 24 -foot landscape reserve.
11.The curb and pavement details do not meet City requirements.
12. Please state the maximum height of the buildings on the site plan.
13.AII meters / utilities must be in an easement or within the public right -of -way.

LANDSCAPING /STREETSCAPING /BUFFER
14. Please note on the site plan that all disturbed earth must be 100% covered with
established grass or groundcover prior to C.O.
15. How did you determine the site area for the landscape requirements? The title
block states that the site area is 0.857 acres.
16. For existing trees to receive landscape points they must be properly barricaded (with
a detail on the plan) prior to any construction, including, but not limited to, clearing
and grading, and the species and caliper must be noted on the plan.
17. Please note on the plan the caliper (for trees and non - canopy trees) and the gallons
(for shrubs and groundcovers) of all plantings.
18. Please locate the transformers, NC units, etc., and show that they are properly
screened from the right -of -way.

ENGINEERING
1. Please note, the subject property is located in a Zone A of the 100 -yr floodplain.
Zone A's do not have established BFE's. A calculation will need to be performed to
determine the on -site base flood elevation. Each finished floor of any structure will
then be required to be 1 foot above the calculated BFE.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

2. Please note, Per TCEQ, 291, Subchapter H. All apartment units must be provided
with individual water meters. This may be done on the public -side via main and
• individual meters in easement(s) or on the private -side by supplying the property
with a master meter. The second option requires the property owner to own and
maintain all meters and records.
3. Please state why the access easement is being blocked, if this truly is an access
easement.
4. A manhole is required on the 6" on 6" sewer connection. You may wish to construct
a single manhole and take service for both buildings from it. Sewer service after
manhole falls under City Building Code requirements.
5. Please state water demands per meter. If master metered, entire demand. If
individually metered, state per unit/meter demand. The City will size the meter
accordingly.
6. Please show how runoff is to be routed to creek( ?).

ELECTRICAL
1. Developer installs conduit per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser poles. Developer installs
first 10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design.(pull boxes
provided by the city.
5. Developer provides digital AutoCAD 2000i version of plat and /or site plan.

7. Developer provides temporary blanket easement for construction
purposes.
8. Developer provides easements for electric infrastructure as installed for
electric lines.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
