Dear Mr. Fogle:
We have received your letter of June 3, 2003. As we live in Hillsboro and work, the set
meetings on Monday night and Thursday nights are not convenient and make our
attendance very difficult.
Our family has owned the Bartlett McGregor Survey since Governor Sam Houston gave
Bartlett McGregor a deed to this property. We also own the adjoining sixty acres in the
Young Survey. This property will not be subdivided or otherwise developed. We hope to
maintain it as a refuge for wild creatures and as ranch land for our cattle. Therefore, we
adamately oppose any road that would cross either the Bartlett McGregor Survey or the
sixty acres in the Young Survey.
Attached is a copy of the proposed changes plat sent with your letter. Our property is
outlined in red. The proposed changes that would cross our land are indicated in green.
The proposed changes of a "major collector road" would divide our contiguous land into
three sections and the proposed a "minor collector road" would further subdivide Young
Survey and Bartlett McGregor Survey property into an additional two sections. This is not
feasible for a cattle ranch. Further, we do not want the public crossing our property or want
any other development that brings humans in contact with this property.
This property has always been rural. Now, our property appears to be the only property
in the area that is not subject to subdivision encroachment. If we need to make further
objection, please let me know.

This property is owned by my mother Doris McGregor and the Frank McGregor Trust. My
brother and sister and I are the beneficiaries of that family trust. If a road is constructed
along the north side of the Young Survey at any time, we would expect that the road not
to encroach on our property and that the county or builder of the road be solely responsible
for constructing and maintaining a fence effective to keep trespassers and the public out
of our property.
With subdivisions being proposed on the land surrounding this property, the pressure to
also subdivide may be intense. We would appreciate any protection and aid that the city
or county could supply to protect this property for futures generations of animals and
humans. Peach Creek runs through this property and is a valuable resource for wildlife,
which we are trying to preserve. Also, Navasota lady's tresses, which may be an
endangered species, grows in this area.

Dear Property Owner:
Recently, the City of College Station adopted a thoroughfare plan update for south College
Station. Since, we have been made aware of changing conditions and physical constraints in the
area between Peach Creek and FM 2154 (Wellborn Road) that require further investigation of this
area and possible revisions to the adopted plan. You are receiving this letter because any changes
to the thoroughfare plan in this area could directly impact your property.
The City of College Station will be hosting a property owners' meeting to discuss related issues
and the proposed changes to the thoroughfare plan. A map of the proposed changes is attached
to this letter and is available though the City's website at devservices .ci.college- station.tx.us. The
information for this meeting is as follows:
Meeting: Property Owners' Meeting
Date: Monday, June 16, 2003
Time: 6:00 to 8:00 p.m.
Place: College Station City Hall - Council Chambers, 1101 Texas Avenue
In addition, tentative dates have been set for public hearings before the Planning and Zoning
Commission and City Council as part of the adoption process. The information for these

Dear Ms. McGregor:
I regret that you will not be able to attend the property owners' meeting, but I appreciate
the comments that you've provided in written form. We will take these comments into
account as we update the thoroughfare plan. Due to the size of the two parcels of land
owned by your family, it is unlikely that we can avoid all impacts to these parcels in this
revision of the thoroughfare plan.
It should comfort you to know that neither the City of College Station, nor Brazos
County has plans to construct these proposed roadways. We anticipate that most of
these roadways will be constructed by private landowners as they develop their
property. Therefore, as long as the property is not subdivided or developed, these
roadways will not be constructed. In the event that extensive development occurs in this
area, and it is necessary to provide connectivity through your property, the entity
proposing the construction would negotiate the acquisition of the necessary right -of-
way.

RE: Thoroughfare Plan Amendment
As you know, the City of College Station recently adopted a thoroughfare plan update
for south College Station. Since its adoption, we have been made aware of changing
conditions and physical constraints in the area between Peach Creek and FM 2154
(Wellborn Road) that merit further investigation of this area resulting in possible
revisions to the adopted plan.
The changing conditions involve the Bentwood residential development on FM 2154.
This development was platted prior to the adoption of the thoroughfare plan, however,
since adoption, the developer of Bentwood would like to make significant changes to
roadway configurations and the residential lot layout, which require replatting and
conformance with the thoroughfare plan. Rather than constructing the proposed major
collector (i.e., Arrington Road extension) south of the development (as shown on the
thoroughfare plan), the development team would like to designate Bentwood Drive as a
minor collector through the development. City staff believes that this roadway will
satisfy the intent of the collector roadway that was originally planned.
The physical constraints involve the parcel north of the Bentwood residential
development owned by JDE Development Limited. The thoroughfare plan shows a
minor arterial extending along the north property line and the extension of Royder Road
running through the eastern end of this parcel. Soon after the adoption of the
thoroughfare plan in this area, the property owner met with the city to discuss potential
development plans of the property. At this time, the property owner informed the city of
a natural gas line running along the north and east property lines where these
thoroughfares were planned. Constructing the roadways within the parcel is
problematic due to a number of lakes and difficult terrain.

The proposed changes to the thoroughfare plan are shown on the attached map and are
briefly described as follows:
1. The minor arterial has been realigned about 500 feet north of the original location.
2. The Arrington Road extension that was planned to run on the south side of the
Bentwood development has been moved further south to align with Schehin Road at
FM 2154. This alignment follows an access easement for a portion of the way that
provides access to area properties from FM 2154.
3. The extension of Royder Road swings north of the JDE Development property and
extends to the proposed Arrington Road alignment.
4. Bentwood Drive has been designated as a minor collector through the Bentwood
residential development and ties into the extension of Royder Road about 1000 feet
north of the Bentwood development.
City staff believes that these changes improve upon the previously adopted
thoroughfare plan and will satisfy the anticipated needs of this area in the years to come.
