SUBJECT: EASTMARK APARTMENTS (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:
One (1) revised site and landscaping plan.
If there are comments that you are not addressing with the revised site plan,
please attach a letter explaining the details. If you have any questions or need
additional information, please call Molly Hitchcock or myself at 979.764.3570.

Project: EASTMARK APARTMENTS (SP) - 03 -135
Staff has concerns that there may not be a way to retrofit the site to allow for a
gating system that will meet city standards. The applicant is welcome to meet
with staff in a predevelopment meeting before the next site plan amendment
submittal to discuss different gating options the applicant is considering.
Predevelopment meetings are held every Monday afternoon and can be
requested by calling Bridgette George at 979.764.3570.
PLANNING
1. Please provide a scale for the site plan.
2. The gated entryway needs to provide an adequate turnaround area for
vehicles that are denied access.
3. Please ensure that gate swing paths will not go over sidewalks.
4. There must be an end island (180 sq.ft. minimum) at the end of every parking
row to protect vehicles and aid in circulation. The gates may possibly be
placed on the islands, depending on the size of the equipment. Any parking
spaces that are lost because of the site improvements will have to be
replaced on the site.
5. Dumpsters should be evenly distributed throughout the complex. The
dumpster that needs to be relocated should be so in the same general
vicinity.
6. Required landscaping that exists or should exist in areas that will be disturbed
by site improvements will have to be replaced.

ENGINEERING
1. Please provide a scaled detail of the turn - around /access phone area. It does
not appear you have the necessary width for the drive lanes /turn angles.

explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans

PLANNING
1. More information on the gate system needs to be provided. How will the entry
gate(s) be activated (keypad, remote, etc.)? How will guests receive entry? Where
is the swing path?
2. The gated entryway needs to provide an adequate turnaround area for vehicles that
are denied access.
3. The site was required to have 312 parking spaces when its plan was approved. The
spaces by the gates may not be removed, nor may they be blocked.
4. Because of the dumpster, the entry location would have to be an exit unless another
appropriate location for this dumpster was found.

landscaping plan can be shown or, a separate sheet if toe much information is on the original site plan. it
requesting protected tree points, then those trees need to be shown appropriately barricaded on the
landscape plan. Attempt to reduce or eliminate plantings in easements. Include information on the plans
such as:

from the regular water systems for buildings and will be sized by city according to irrigation deman
submitted by applicant and must include backflow prevention protection,
