Please keep in mind that staffs responsibility is to provide the Planning & Zoning Commission with all pertinent facts of a development case, but that staff is not acting as an advocate for the applicants. Therefore, it is in the applicant's best interest to send a representative to the Planning & Zoning Commission meeting to speak on behalf of the proposal. This item is scheduled for the Thursday, August 7, 2003 Planning & Zoning Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. STAFF REPORT Project Manager: Spencer Thompson Date: July 29, 2003 Email: sthompson @cstx.gov Item: Consideration, discussion, and possible action on a Final Plat for Shenandoah PH 9 (FP) consisting of 60 lots on 14.8 acres, generally located at the south end of Decatur Drive. Applicant: Ed Froehling, Owner/ Developer/ Builder Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: The plat complies with the City's Subdivision Regulations. The Planning and Zoning Commission approved the Preliminary Plat with the condition that an accessway be provided at mid - block, between lots 15 and 16, Block 32 to provide access to the City park. The plat complies with this condition. Comprehensive Plan Considerations: Land Use Plan: Single- family residential. Thoroughfare Plan: Decatur is a minor collector. Parkland Dedication: The Parks Board approved a 4 -acre addition to the existing 8 -acre park to the west. Open Space Dedication: N/A Sidewalks: A 4 -ft sidewalk is required in the accessway to the park. Compliance with Master plan/Preliminary Plat Plat is compliant with the approved Master Development Plan and Preliminary Plat Bikeways: Decatur is shown as having a bike lane. Zoned: R -1 Budgetary & Financial Summary: OP is requested for Decatur and the 12 -in water line along Decatur. Related Advisory Board Recommendations: Parks Board approved parkland dedication. Commission Action Options: The Commission has final authority over the final plat. The options regarding the final plat are: • Approval • Denial Supporting Materials: 1. Location Map 2. Application 3. Infrastructure and Facilities INFRASTRUCTURE AND FACILITIES Water required for plat: Waterline along Decatur, fire lines and service lines to all lots. Sewer required for plat: Sewer mains and services to all Tots. Street(s) required for plat: All streets shown on plat are required. Streets /Access: Access to Decatur restricted from single - family residential driveways. Off -site Easements required for plat: None Drainage: Drainage is divided to detention pond in north park and pond in south park. Flood Plain: None Oversize request: Water and thoroughfare OP's requested. Impact Fees: Plat is in 97 -01 Spring Creek Sewer Impact Fee Area. The fee is currently $349.55 per Living Unit Equivalent, due at the time the plat is filed. Parkland Dedication Fees: The parkland dedication fee is not applicable due to dedication of land. The parkland development fee is due.
