SUBJECT: CROWLEY TRACT — Master Preliminary Plat
Staff reviewed the above - mentioned master preliminary plat as requested. The following
page is a list of staff review comments detailing items that need to be addressed. If all
comments have been addressed and the following information submitted by Monday, July
28, 10:00 a.m., your project will be placed on the next available Planning and Zoning
Commission meeting scheduled for Thursday, August 7, 2003, 7:00 p.m. in the City Hall
Council Chambers, 1101 Texas Avenue.
Ten (10) copies of the revised preliminary plat; and,
One (1) Mylar original of the revised preliminary plat.
One (1) copy of the digital file of the preliminary plat on diskette or e-mail to
nmanhart @ci.college- station.tx. us
Upon receipt of the required documents for the Planning & Zoning meeting, your project will
be considered formally filed with the City of College Station. Please note that if all comments
have not been addressed, your project will be pulled from the scheduled Planning & Zoning
Commission agenda. Your project may be placed on a future agenda once all the revisions
have been made and the appropriate fees paid. If you have any questions or need additional
information, please call or myself at 764 -3570.

STAFF REVIEW COMMENTS NO. 1
Project: CROWLEY TRACT (MPP) - 03 -164
ENGINEERING
1. City Transportation staff has determined that "Decatur" should be changed to
Oxburgh, from SH 40 back to Decatur. Note 9 may be affected by this, however the
Developer must demonstrate the validity this note. See Note 13, as well, for name
change implications.
2. Concerning Notes 15 and 16. You may keep the notes, but what is depicted on the
plat is of concern. Remove the dashed lines or design roadways as cul -de -sacs
with small access ways out to SH 40. This should accomplish the same intent
without allowing a full street access to SH 40.
3. It appears compliance with the Bikeways Master Plan was never implemented on
this site. Please show bikeway through greenbelt per the plan.
4. Please add note to plat concerning the construction of thoroughfares. "T -fares to be
constructed with Final Plats of individual tracts, the extents of which are to be
worked -out at time of platting ", or something like that. Otherwise, you could show
phasing and include each roadway, or portion of roadway, with a particular phase.
5. Tract 2A -2 should be shown as a Reserve Tract. The tract cannot be developed, as
is, without access and utilities. The tract could be developed as a portion of Tract 2-
A1b.

PLANNING
1. When the UDO took effect on June 13, 2003, all R -1A zoning districts were
redesignated to R -1. Please reflect the current zoning on the preliminary plat.
2. Since it has already been preliminary platted and partially final platted, please save
and except Tract 1C or add a note to reference the approved Spring Creek
Townhomes preliminary plat and Phase 1 final plat.
3. Tract 1C is zoned PDD -H. Please make this correction.
4. Please identify Tracts 1 D -2 and 1 D -3 as zoned A -O.
5. Please clarify in Note #10 that the landscape buffer requirement is per Ordinance
# 2497.

next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

ELECTRICAL
1. Developer installs conduit as per city specs and design.
2. Developer provides 30' of #4 rigid conduit for riser pole(s). Developer installs first
10'. City installs remainder.
3. Developer pours transformer pad(s) per city specs and design.
4. Developer installs pull boxes as per city specs and design. (pull boxes provided by
the city).
5. Developer provides digital AutoCAD 2002 version of plat and /or site plan. Email to
rbolincstx.gov.
6. Developer provides load data for project.
7. Developer installs street lighting per city specs and design.
8. Developer provides temporary blanket easement for construction purposes.
9. Developer provides easements for electric infrastructure as installed for electric lines
(including street lighting).

ENGINEERING
1. The recent utility easement dedication to the Seaback Tract should be included on
this plat:
• A proposed easement has been shown on Tract 5A in the past per City request
• It relieves the property owner of extending the line himself
• It has bearing on where private properties can be developed on Tract 5A.

Crowley Tract
Response to Staff Review Comments No. 1
Engineering:
1. Decatur Drive has been changed to Oxburgh Drive where requested. Notes 9
and 13 have been revised to reflect this change.
2. Dashed lines representing future right -of -way have been removed.
3. A note concerning the bikeways has been added.
4. A note concerning the construction of thoroughfares has been added.
5. Tract 2A -2 has been re- labeled as a Reserve Tract.
Planning:
1. Current zoning to R -1 (from R -1A) has been shown.
2. The previously final platted properties (Spring Creek Townhomes, Phase 1
and Oxburgh Drive, Phase 1) have been noted as "save and except" in the title
block of this plat, and their respective volumes and pages have been shown in
the plan.
3. Tract 1C zoning has been corrected.
4. Zoning for Tracts 1D -2 and 1D -3 has been shown as A -0.
5. Note 10 has been revised.
Electrical:
All electrical notes have been added to the plat.
