Item: Consideration, discussion, and possible action on a Master Preliminary Plat
(MPP) for the Crowley Tract consisting of several large tracts on 331 acres generally
located at SH 6 and future SH 40.
Applicant: Joe Schultz, Engineer for owner.
Staff Recommendations: Staff recommends approval of the Master Preliminary Plat
with the condition that the attached Staff Review Comments are addressed.
Item Summary: This item is for the consideration of a Master Preliminary Plat for the
Crowley Tract, located at Greens Prairie Road and SH 6 South. This plan was
approved previously by the Commission in 2002. Changes to the Plan include:
• Mention of implementation of Bikeways Master Plan. Access easements to
be provided at time of bikeway development.
• Sewer line extension and PUE to CSID site.
• Change R -1A zonings to R -1. The UDO does not include R -1A zoning
classification.
• Mention of roadways to be constructed with associated lots at Final Plat.
• Emergency access points per Note 16.
• Dedicated parkland tract.
• Relocation of Helmsley Drive to comply with the recently approved Comp
Plan amendment.
Whereas, the UDO does not provide for a MPP any longer, this item has not expired
and is being extended as an MPP. If further subdivision is proposed on individual
tracts, a preliminary plat should be submitted prior to final.
Comprehensive Plan Considerations:
Land Use Plan: The plat complies with the LUP. Institutional areas are shown on the
Plan, however these areas usually develop as the need arises, i.e. newly acquired
CSID property.
Thoroughfare Plan: The proposed SH 40 is shown on the plan as a highway.
Helmsley is shown as a Minor Collector. Oxburgh is shown on the plan as a Major
Collector. Oxburgh is to be changed to Arrington Road to provide continuity across SH
40. Whereas, no phasing is shown on plat, thoroughfares will be required to be
constructed with each corresponding Final Plat submitted.
Parkland Dedication: Dedication will be met with the 5.485 -acre park on Helmsley
Loop, a portion of which was previously dedicated. The remainder is to be dedicated
as surrounding residential property is developed,
Open Space Dedication: Substantial open space is planned for the area. Floodplain
will be preserved in certain areas including Tract 2R, which has been reserved as a
Conservation Zone. Tracts 3E, 3B -1 and 1D are Open Space, as well.
Compliance with Master plan: The plat complies with the approved Master
Development Plan, somewhat, in that several changes have occurred since the Master
Plan was approved. Each incremental change on the Preliminary Plat has been
approved by the Commission.
Compliance with rezoning conditions: All lots meet zoning requirements. Each Final
Plat will be required to meet existing zoning requirements.
Greenways: Greenways are shown but none dedicated to the City.
Budgetary & Financial Summary: OP to be requested and evaluated on roadways
and utilities in accordance with Section 9 of the Subdivision Regulations.
Related Advisory Board Recommendations: Parks Board approved a 5 -acre park at
the location shown.

INFRASTRUCTURE AND FACILITIES
Water required for plat: Water line extensions are shown on plat. When
individual final plats come in, further extensions will be required.
Water Service: Water service to be extended to all platted lots and structures.
Sewer required for plat: Sewer line extensions are shown on plat. When
individual final plats come in, further extensions will be required.
Sewer Service: Water service to be extended to all platted lots and structures.
Street(s) required for plat: The thoroughfares shown are required. Additional
streets may be needed for development in the future.
Flood Plain: FEMA floodplain is shown on plat. A FEMA approved LOMR
allows adjustment of the floodplain in the future.
Impact Fees: The subject property is in the Spring Creek Sewer Impact Fee
Area. The fee is currently $349.55 per living unit equivalent.
Parkland Dedication Fees: A 5 -acre tract has been approved.
