Following this coversheet is a copy of the Staff Report that was prepared for the following
project. Please keep in mind that staff's responsibility is to provide the Planning & Zoning
Commission with all pertinent facts of a development case, but that staff is not acting as an
advocate for the applicants. Therefore, it is in the applicant's best interest to send a
representative to the Planning & Zoning Commission meeting to speak on behalf of the
proposal.
This item is scheduled for the Thursday, August 7, 2003 Planning & Zoning Commission
Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers. I have

SUBJECT: FINAL PLAT - for WESTFIELD ADDITION PH 3 -B (FP)
Item: Consideration, discussion, and possible action on a Final Plat for the
Westfield Addition Ph 3 -B (FP) consisting of 4 Tots on 0.63 acres, generally
located at Meadow View Drive and Graham Road. (03- 00500165)
Applicant: Randy French for BCS Development Co.
Staff Recommendations: Staff recommends approval as submitted.
Item Summary: These four lots are the remaining portion of Westfield Addition
Phase 3, platted in 2002. The lots were without water service until recently when
it was installed with Westfield Addition Phase 2B, across Meadow View. The lots
now comply with all Subdivision Regulations.
Comprehensive Plan Considerations:
Land Use Plan: Single- family residential
Thoroughfare Plan: Graham Road is a major collector.
Parkland Dedication: Park dedicated with Phase 1.
Open Space Dedication: Greenway dedicated with Phase 3.
Special Area Plans: N/A

Item: Consideration, discussion, and possible action on a Final Plat for
Shenandoah PH 9 (FP) consisting of 60 lots on 14.8 acres, generally located at
the south end of Decatur Drive.
Applicant: Ed Froehling, Owner/ Developer/ Builder
Staff Recommendations: Staff recommends approval of the Final Plat as
submitted.
Item Summary: The plat complies with the City's Subdivision Regulations. The
Planning and Zoning Commission approved the Preliminary Plat with the
condition that an accessway be provided at mid - block, between Tots 15 and 16,
Block 32 to provide access to the City park. The plat complies with this
condition.
Comprehensive Plan Considerations:
Land Use Plan: Single family residential.
Thoroughfare Plan: Decatur is a minor collector.
Parkland Dedication: The Parks Board approved a 4 -acre addition to the
existing 8 -acre park to the west.
Open Space Dedication: N/A
Sidewalks: A 4 -ft sidewalk is required in the accessway to the park.
Compliance with Master plan/Preliminary Plat: Plat is compliant with the
approved Master Development Plan and Preliminary Plat
Bikeways: Decatur is shown as having a bike lane.
Zoned: R -1
Budgetary & Financial Summary: OP is requested for Decatur and the 12 -in
water line along Decatur.
Related Advisory Board Recommendations: Parks Board approved parkland
dedication.
Commission Action Options: The Commission has final authority over the final
plat. The options regarding the final plat are:

Water required for plat: Waterline along Decatur, fire lines and service
lines to all lots.

StreetslAccess: Access to Decatur restricted from single - family
residential driveways.
Off -site Easements required for plat: None
Drainage: Drainage is divided to detention pond in north park and pond
in south park.
Flood Plain: None
Oversize request: Water and thoroughfare OP's requested.
Impact Fees: Plat is in 97 -01 Spring Creek Sewer Impact Fee Area.
The fee is currently $349.55 per Living Unit Equivalent, due at the time
the plat is filed.
Parkland Dedication Fees: The parkland dedication fee is not
applicable due to dedication of land. The parkland development fee is
due. The fee is currently $358 per residence, due at the time the plat is
filed.
