List the changed or changing conditions in the area or in the City which make this zone change necessary. The existing zoning permitted hotels when we applied for permit on May 5, 2003 2.) Indicate whether or not this zone change is in accordance with the Comprehensive Plan. If it is not, explain why the Plan is incorrect. This zoning change is in accordance with the Comprehensive Plan 3.) List any other reasons to support this zone change. The owner has been working with the city for a year now on getting necessary approvals to move a sewer main and have tried to comply with all city requests. Now we find that the new UDO went into effect June 13, 2003 and we are suddenly "zoned out" of our project. Nothing was ever said about our permit application being effected by the June 13 deadline. Nothing was even said about the deadline in our review letter. The applicant has prepared this application and supporting information and certifies that the facts stated herein and exhibits attached hereto are true and correct.
