SUBJECT: College Station Hotel & Conference Center Project
Staff performed a cursory review of the above - mentioned site plan and associated civil
plans. Due to the number of staff comments that could significantly impact the site plan
and the information missing from the plans, staff could not perform a complete review.
The following page is a list of staff review comments detailing items that need to be
addressed. Please address the comments and submit the following information by any
Monday at 10:00 a.m. for further staff review:
$200 site plan application and review fee.
$200 development permit fee.
$600 public infrastructure inspection fee.
Completed site plan application with site plan checklist designating that all
items are included in the revised site plan.
Three (3) copies of the revised civil plans with revised site plans attached.
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional
information, please call me at 764 -3570.

STAFF REVIEW COMMENTS NO. 1
Project: HOTEL CONFERENCE CENTER (SP)
The following comments represent a cursory review of Sheet No. C -1, Overall /Site Plan
received May 19, 2003 and the associated civil plans received May 22, 2003. A
complete site plan review will be performed once all required information is provided.
PLANNING
1. Please include the phone numbers with the consultants' /contacts' information.
2. Please clarify that there will be at least three feet of clearance on the sidewalk in
front of accessible parking spaces after subtracting the two -foot overhang required
by 18 -ft. parking spaces.
3. Please Note: In reference to signage, setbacks, and buffers, Lots 2 and 3 will be
considered one building plot.
4. Please move the corner calculations at Copperfield and First American Boulevard so
the treatment of the parking lot may be seen.
5. Please reduce the depth of the turnaround by the Proposed Landscape and
Stormwater Detention Area so it will only be 3 -5 feet and will not be mistaken for a
parking space.
6. From the public right -of -way, there should be a 24 -ft landscape reserve where no
more than 1134 sq.ft. of asphalt at a time may be arranged as parking. Additional
islands must be added in this area. (Refer to Section 9.2.A.5 of the Zoning
Ordinance.)
7. Please provide details of the masonry wall by the pool. Will the wall completely
enclose the swimming pool area?

ENGINEERING
1. Site drainage and detention improvements can not be fully reviewed at this time as
necessary report(s) have not been submitted.
2. Storm drainage, water distribution and sanitary sewer collection improvements can
not be fully reviewed until clarification is made where the public lines are intended to
end and private line ownership begin.
3. Site plan boundary needs to include public section of First American Blvd.
4. Tree wells shown in parking area interfere with required 9x18 unobstructed parking
space. Please provide a larger detail that is to scale.
5. Private streets #2 and #3 should be renamed as drives instead of streets.
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your
next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out
to the City, will constitute a completely new review.

6. A driveway permit will be required from TxDOT for the private street connection to
FM60.
7. Enhanced paving treatment must be relocated out of FM 60 ROW to comply with
TxDOT permitting requirements.
8. Easements for proposed public utilities are not shown. Easements and rights shown
on preliminary plat will not cover most lines.
9. Consideration should be given to not using First American Blvd for both the private
drive entrance off FM60 and the public roadway off Copperfield Parkway to prevent
911 system conflicts.
10. Please clarify fence /wall between pool and detention areas.
11. Please show FDC location(s).
12. Please show grease interceptor location(s).
13. Please verify doweling of sidewalks into drainage inlets and driveways to avoid
differential vertical movement beyond TAS allowances.
14. Please add TAS ramps on either side of proposed motor bank driveway.
15. Extremely close clearances are shown between many underground utilities. Please
verify that TCEQ provisions are met. Please consider that many of these profiles
(specifically water) could be easily adjusted to avoid some of these conflicts to
reduce cost and avoid damage to newly installed facilities.
16. Please indicate how extremely shallow drainage conduits will be installed to handle
high traffic loads and prevent reflection of trench limits through surface treatments.
17. Please consider that some surface drainage inlets could be combined into double -
throated inlets with single drop structures to save construction cost.
18. Please verify that the slotted inlet drains will be allowed across TAS routes as
indicates.
19. Please indicate where the trench grate shown at the loading dock will discharge.
20. Please consider surfacing and grade conflicts where water valves are shown to be
installed within TAS ramps.
21. Please check water blow up details as some items may not be identified correctly.
22. Several severe low points are shown without blow off connections. Please include
the blow off assemblies, shift nearby fire hydrant connection points to the low
segments or adjust the water line profile.
23. Please check cover and separation distances where main utilities tie into back of
h /cc for clearances.
24. Please verify that manholes and /or cleanouts are provided at large diameter sanitary
sewer connections along front of h /cc depending on ownership.
25. Please extend sanitary sewer all the way to the future performing arts site out from
under the proposed paving.
26. How will crosswalks be marked or indicated?
27. Please consider striping to achieve bike lanes within the project.

TRANSPORTATION
1. Mr. McClure expressed an interest in incorporating "aesthetic" sign posts for stop
signs and other traffic control devices. The City will maintain a stop sign, standard
brown sign post, and white -on -green street name sign at the intersection of "First
American Boulevard" and Copperfield Parkway. Any remaining signs, including a
stop sign and street name sign at FM 60 and "First American Blvd" will be privately
erected and maintained.

FIRE
1. Please identify the fire lane sign locations or identify painted fire lane locations as
discussed with Jon Mies (meeting between Mies and McClure at McClure's office
May 13, 2003). If Fire experiences enforcement problems because of fire lanes
painted on the drive surface, they reserve the right to require the fire lanes to be
painted on curbs, as per Chapter 6 of the City's Code of Ordinances.

ELECTRICAL
1. Developer installs conduit per city specs. and design.
2. All conduit installed 48" below finished grade to top of conduit. Caution tape 18"
above conduit. Gray schedule 40 PVC.
3. Place stub up markers at all stub out locations.
4. All concrete pads by developer per city specs. and design.
5. Developer provides digital AutoCAD 14 version of plat and /or site plan. Email to
tdmichals rci.college- station.tx.us
6. Provide Toad data for the buildings so transformers can be ordered.
7. See the attached Sheet No. C1 with additional electrical comments, transformer
locations and conduit layout.
8. Developer provides easements for electric infrastructure as installed for electric lines
(including street lights).

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device. All Back Flow devices must be installed and tested upon installation.

PLANNING
1. Please include the phone numbers with the consultants' /contacts' information.
2. As the spaces are only 18 feet deep, please remove the wheel stops from the
accessible parking spaces.
3. General Note #10 refers to a variance granted to the property. I have not been able
to find where a variance was granted. Please specify what the variance is.
4. Please describe the materials to be used for the security fence between the
retention pond and the pool area.
The following comments represent a cursory review of sheets P -1 through P -33
received June 11, 2003. A complete review will be performed once all required
information is provided.
LANDSCAPING
5. Please show the required point and tree calculations for landscaping and
streetscaping.
6. Please provide a legend of plantings identifying their species, type (canopy, non -
canopy, or shrub), size, and point value.
7. Please show an overall plant layout plan drawn at an engineering scale.

ENGINEERING

be fully reviewed until clarification is made where the public lines are intended to
end and private line ownership begin. This is a repeat comment.
3. Site plan boundary should include public section of First American Blvd, or the
public section can be removed and incorporated into a separate public street P &P
sheet. This is a repeat comment.
4. Tree wells shown in parking area interfere with required 9x18 unobstructed parking
space. Please provide a larger detail that is to scale. This is a repeat comment.

9. TCEQ utility clearances are not met in some locations. Examples are Line W -1 STA
112 +34.98 and Line W -3 STA 133 +66.89. Utility crossing detail is incorrect due to
insufficient clearance shown between lines treated as noted. Please revise or
remove the detail, and revise the crossing treatments and /or adjust the utility
clearances. This is a repeat comment.
10. The drainage conduit embedment detail cannot be constructed in some locations
due to insufficient cover. There are locations where the pipe itself projects into the
pavement section. It also appears that the combination of the embedment and the
pipe strength class will not be adequate to handle the direct traffic loading in these
locations. We are also concerned that the lack of load distribution will cause point
loading of the paving section, which in turn will cause reflection cracking of the pipe
and /or trench limits. Please revise the detail to address the shallow installations
designed, and make necessary revisions to the paving sections that lie directly over
the pipe. This is a repeat comment.
11. The slotted inlet drains shown do not comply with TAS standards. Please revise
slotted drain inlet detail to indicate compliant grate openings within and crossing
required accessible routes. This is a repeat comment.
12. Please provide notes and /or details where water valves are located in TAS ramps.
Valve boxes are to be installed vertically to allow for proper valve operation,
however the horizontal lid becomes an obstruction within a sloped ramp. This is a
repeat comment.
13. Please provide notes and /or details where water valves are located in roadway
gutterlines. Valve boxes located in street gutters are subject to filling with silt from
the water carried in the street. This is a repeat comment.
14. Several severe low points are shown without blow off assemblies. Use of nearest
hydrants, combined with the orientation of those hydrants will cause operational
interruptions of the hotel /conference center to keep water lines compliant. To avoid
these business interruptions, it will be necessary to include blow off assemblies, shift
nearby fire hydrant connection points to the low segments or adjust the water line
profile. This is a repeat comment.
15.If the sanitary sewer lines are to be public, manholes will be required at those
locations where services larger than 4" tie into the public line. This is a repeat
comment.
16. Utility profiles appear to be in conflict between the water and sewer drawings in
several locations. Examples are Line W -1 STA 118 +78.09 and Line W -6 STA
161 +14.00. Please correct the profiles and verify that TCEQ clearance
requirements are met.
17. Please clarify if the southernmost sanitary sewer line from the conference center is
a 8" public line (S -2) or a 4" service line (service #1). There are several indications
of both for the same line section.
18.As a general note, please be reminded that due to the locations of site and
infrastructure boundaries, that this project will need significant portions to be
completed prior to approval of the First American Plaza plan packages.
