SUBJECT: COCS FIRE STATION NO 5 (SP) - Site Plan
Staff reviewed the above - mentioned site plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review:
One (1) complete set of construction documents for the proposed
development with the revised site and landscaping plans attached;
If there are comments that you are not addressing with the revised site plan, please
attach a letter explaining the details. If you have any questions or need additional
information, please call Jennifer Prochazka or myself at 764 -3570.

PLANNING
1. Please indicate the square footage of the building on the site plan. (repeat
comment)
2. You are required 116 shrubs in the buffer area. It looks like the plan is showing
almost this amount, but the legend only shows 103 shrubs that are earning zero
points. (repeat comment) As a reminder, buffer shrubs must be 5 gallons.
3. Site area for landscape requirement: Please redraw this line and recalculate.
Typically ALL of the site area in phase one would be counted toward the
landscaping requirement. The Ordinance allows you to subtract any floodplain area
from this calculation BUT the trees within the subtracted area may not be used to
help meet your landscaping requirements. Because you have such a large
undeveloped area in phase one (some of which is floodplain) we will allow you to
subtract out some of that area (or you may choose to move some of your phase
lines) but any trees in that area may not be counted to meet your
landscape /streetscape requirement. You must draw the line at a minimum distance
of 20 feet beyond any improvement in phase one. This line must be a strait line (not
tracing around the trees that you want included). Please call me if you need help
with this.
4. Any off -site plantings will not be counted toward your required landscape points.
(repeat comment) Please remove any off site plantings (ie: in the R.O.W.) from the
landscape plan and legend.
5. For the day lily to earn points, please note that it is an evergreen as you did not put
the complete scientific name. Please list the species (and cultivar if appropriate)
for each plant that just give the genus that you are earning points for. (repeat
comment) Why do the number of daylilies not correspond with the points earned for
them?
6. Call out future edge of pavement for Greens Prairie Road. (repeat comment)

Staff reviewed the above - mentioned site plan as requested. The following page
is a list of staff review comments detailing items that need to be addressed. The
next submittal will be the third and final review by staff for this round of reviews.
If all items have not been addressed on the next submittal, another $200
processing fee will need to be submitted for the subsequent set of three (3)
reviews. Please address the comments and submit the following information for
further staff review:

PLANNING
1. Please correct the zoning of the adjacent City of College Station property.
The plan shows B -1; this is not a College Station zoning district.
2. Please add a note to the plan that all signs will be permitted separately
or remove the sign and all references to it from the plans. The proposed sign
must be on your property and not in the ROW. Off - premise signage is
prohibited. (Repeat Comment)
3. All newly planted areas must be irrigated. Please revise the irrigation plan to
meet this requirement.
4. Please indicate height of building and the square footage on the site plan.
5. The rear setback in R -1 is 20', and not 7.5 ' as the site plan indicates.
6. FDC location?
7. Please show the same phase lines on the landscape plan as you do on the
site plan.
8. Please note on the plan that "all disturbed earth must be 100% covered with
established grass or groundcover prior to C.O." (repeat comment)

PLANNING
1. The scale of the site plan and grading plan is incorrect. Please use a correct
engineering scale.
2. Please provide the actual zoning of the subject property and all surrounding
properties. The subject property is zoned R -1 single family residential, and not
general commercial as indicated on the application and site plan.
3. If you wish to show the sign on the site plan, please add a note to the plan that all
signs will be permitted separately. The proposed sign must be on your property and
not in the ROW. You are also showing plantings within the state ROW, this will be
subject to PIP permit approval.
4. Please label Greens Prairie Road and its width.
5. Please label the distance to the closest opposite and adjacent driveways.
6. Please reference the FEMA / FIRM map that verifies the floodplain information
provided.
7. Please note the size of all existing and proposed utilities.
8. If the parking in the rear is planned as a second phase, a phase line should be
added to the plan, otherwise the buffer will be required along the entire length.
9. Please label all of the building setbacks on the site plan.
10. In order to have the 18 -foot parking spaces in the front of the building, the sidewalk
width must be increased to 6 feet.
11. Please indicate height of building on the site plan or provide our department with an
elevation.
12. Please provide the square footage of the building on the SITE PLAN.
13. Please label your curb detail and other details. Notes are called out on these
details, but the corresponding notes are not located on the site plan.
14. Please show a fire lane on the site plan.
15.The application indicates that the building will be sprinkled. Please show the
location of the FDC.

LANDSCAPING /STREETSCAPING /BUFFER
PLEASE NOTE: THERE WAS NOT ENOUGH CORRECT INFORMATION PROVIDED
TO DO A COMPLETE LANDSCAPE PLAN REVIEW.
16.The scale of the landscape plan is incorrect. Please use a correct engineering

19. Please revise the landscape plan to reflect the point values shown in Section 7.5.0
of the UDO.
20. The caliper and point information for the cluster of existing trees near the southwest
corner of the property looks as if it was cut off during copying. Please supply this
information.
21. Please indicate the size of all trees (canopy and non - canopy) in caliper inches and
all shrubs in gallons.
22.As noted on the plan, the site is required 17 street trees within the first 50 feet of the
property. These must be canopy trees; 2 non - canopy trees can take the place of 1
required canopy tree. Existing trees must be a minimum of 4- inches in caliper to
count toward the streetscape requirement. You are not currently meeting this
requirement.
23.A Private Improvement in Public ROW permit (PIP) must be submitted to allow for
the landscaping that is shown in the ROW. Signs are only allowed on your property.
24. Please indicate the number of points in the legend for each tree that you are
planting. This will make it easier for me to identify why your landscape calculations
are not correct.
25. Buffer plantings do not earn landscape points. Please indicate the point value as
zero in the legend.
26. Please show that 50% of your buffer shrubs are evergreen.
27. Ginko Biloba is not an approved canopy / buffer tree. The fountain grass and zebra
grass will not work well as buffer shrubs because if its limited spread and height.
28. Please provide an irrigation plan or provide a note that one will be provided and
approved prior to C.O.
29.You are required 300 additional landscape points for every 50 feet of frontage that
you have. (this is a streetscape requirement)

ENGINEERING
1. You will need an engineer to design the waterline crossing and pipeline. A plan and
profile of the line is required.
2. Will the building be sprinkled?
3. You will need an erosion control plan. This can be shown on the grading plan.
4. Riprap may be needed, depending on how and where you stormwater exits the
building and parking.
5. Culvert design?

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
