As of yesterday, we still have no response to this comment. If it is your intent to ignore the comments, so indicate in writing and we'll follow the rest of the process by sending what we have to CSU with a negative reccomendation. If you wish to address the comments, by either justifying why you are intending to divert the flow, or by revising your submittal to allow the flow to follow the drainage pattern, you can be good enough to let us know that too. With regards to the WV6 OP, the only one I'm aware of off the top of my head is that you tried to get paid for the turn around, which is not eligible (outside the plat). In both (all) cases, what is required in Chapter 9 of the Code of Ordinances is what we are looking for. I am at home, so I can't give you the exact section. On EG5 you should already have an estimate and a letter of request that were submitted in March. You also have the construction documents. Do I need to resubmit the same letter and documentation with today's date? What other EG5 documents are necessary that you do not already have? Also, what corrections to the estimate on WV6 are necessary? I know that there are minor differences in some unit prices between the engineer's estimate and the OP estimate. If those must be the same, then I will change them. However, the changes in the unit prices on the OP request come from bids that we received on that project and are thus better data than I had when making the engineer's estimate. I believe they provide a more accurate cost for oversizing the street and water line. I'm just needing a little direction on how to get over these two hurdles so we can move on? We understood that the holdup on its approval was with Frank, but he indicated that he did not have the request. He also indicated that you did not have an official request. Following are the two letters I sent to Brett in March regarding the request. I also have the supporting documents that the letters refer to if you need then. Box 9960 College Station, Texas 77842 Re: Edelweiss Gartens, Phase 5 - Oversize Participation Request Dear Brett: We are in the process of developing construction plans for Edelweiss Gartens, Phase 5. The sewer system for this phase involves the extension of a sewer outfall that presently terminates south of the Westfield Addition. From previous discussions we understand that the City wishes to oversize the sewer outfall so that it will accommodate all of the sewer basin south and west of Edelweiss Crartens. With that understanding, l have prepared the attached exhibit that shows an analysis of the line sizes needed to accommodate the remaining two phases of Edelweiss Gartens. The analysis indicates that a 6" diameter line is sufficient, but I've assumed it to be 8" diameter for purposes of estimating oversize participation costs. The second analysis on the exhibit adds the additional land in the sewer basin outside of Edelweiss Gartens. It indicates that the 15" trunk line should be extended a short distance, then reduced to a 12" and later a 10" line. Before the construction plans are completed, we need a commitment from the City of College Station that it is willing to pay the cost of oversizing the sewer line. I have included an estimate of the oversize participation costs for your use. We agreed to put the infrastructure plans back in line to be reviewed, however we already know that the plans will have to change in some areas because: 1. The plans do not reflect the easements that Mike said were being prepared for us. 2. Some of the plan sheets have conflicting info on easement and ROW information. (Mountain Breeze utilities are addressed 3 different ways depending on where you look) 3. Some of the EG5 sewer sheets were to be added to the WV6 plan package to avoid bonding by the WV6 plat.(This is the issue that caused the stop reviews on the plats) 4. The comments already made should be addressed (I agree that the comment about sewer crossing victoria is not warranted, but the comment about offsite EG5 sewer noted as existing sewer on the WV6 plans can be found on sheets 8 & 10 of the WV6 plans. When we have plans that meet the standards, and easements /ROW /plats in hand that match those called out on the plans, we can approve the plans for construction. Since we are expected to make a complete review, you will probably see several comments about the easement discrepancies, then decide what changes need to be made between them. I would not expect full review comments to get back to you until early next week. When we have the plans at least close, and have the matching easements in hand to give to legal, then we can restart the plats. If construction startup is really the critical issue, remember you should be able to get a partial DP sooner than full approval, although I'm not aware of that being asked for yet. As always, the sooner we have all the documents showing required and matching information, the sooner we can approve them. Thanks for helping. We need to get the stamped construction plans back ASAP. As I understand the process now, the plans and the plat are being run through separately and they are not dependent of each other for approval. If you have finished the review, we can bring multiple sets to the office for signing. Please let us know when you are ready to do that because Steve is very anxious to begin construction.
