Applicant: Mr. Steve Arden Staff Recommendations: Staff recommends approval of the Final Plat as submitted. Item Summary: The Final Plat is generally compliant with the approved Preliminary Plat. The Developer has added a drainage ROW along the southeast property line. All affected lots still meet minimum requirements. The subject property is zoned R -1 on the west side of Brandenburg. The east side of Brandenburg is zoned R -3. Block 11 includes an additional area to be dedicated as parkland contiguous with the existing park. Comprehensive Plan Considerations: Land Use Plan: Single- family residential. Thoroughfare Plan: None in the area. Parkland Dedication: Dedication requirements have been met with the dedication of the 7.7 acre park. Sidewalks: Sidewalks are required on both sides of Brandenburg and one side of the remaining residential streets. . Compliance with Preliminary Plat: Compliant except for the drainage ROW. Compliance with Subdivision Regulations: Plat is in compliance. Zoned: R -1 and R -3 as noted above. Budgetary & Financial Summary: No official request has been received to date. The Project engineer has discussed OP for a sewer line to serve this developments, the adjacent development and future development across SH 40. Related Advisory Board Recommendations: Parks Board: Approved dedicated park. Commission Action Options: The Commission has final authority over the final plat. Copy of Final Plat on wall in Council Chambers INFRASTRUCTURE AND FACILITIES Water required for plat: 8" water line along Brandenburg, 8" connection to Phase 4, extension to Phase 6. Water Service: Domestic and fire service to platted lots. Sewer required for plat: Sewer extension along Brandenburg. Sewer Service: Sewer service to platted Tots. Street(s) required for plat: All streets shown on plat. Streets /Access: No residential access to Brandenburg. Off -site Easements required for plat: A PUE is required to supply sewer service to this site from Westfield Village. The required easement has been submitted to the City. Drainage: Drainage is to a branch of Lick Creek through the park. City staff has requested that construction not impair the natural creek of the greenway area. Flood Plain: None shown on plat. Oversize request: See Budgetary and Financial Summary Section. Impact Fees: None Parkland Dedication Fees: The current development fee for single - family residential is $358 per dwelling unit. Therefore, it is in the applicant's best interest to send a representative to the Planning & Zoning Commission meeting to speak on behalf of the proposal. This item is scheduled for the Thursday, September 18, 2003 Planning & Zoning Commission Meeting. This meeting will begin at 7:00 P.M. in City Hall Council Chambers.
