I. INTRODUCTION
On March 29, 2000, Environmental Concerns, Inc. (ECI) inspected the Scott and White BC2
Clinic (the Site) located at 1700 University Drive in Bryan -College Station, Texas, for asbestos -
containing materials (ACM). ECI conducted this non-destructive inspection under an agreement
with Mr. Schulyn Huston, construction manager for Scott and White Memorial Hospital in
Temple, Texas. Texas Department of Health (TDH)-licensed Asbestos Inspectors Ron Hogan
and Ray Hogan inspected the Site and collected bulk samples.
II. METHODS AND SAMPLING STRATEGY
ECI's Asbestos Inspectors viewed all accessible spaces at the Site and touched building
materials to determine the location, condition, and friability of observed suspect ACM. The
investigation began at the front entrance and progressed from there.
ECI has had extensive experience with older buildings that have been abated during demolition
or renovation projects. In almost every abatement project, demolition uncovered additional
asbestos -containing materials behind concealing walls, floors, and ceilings. ECI is not
responsible for omitting asbestos materials concealed by unknown false ceilings, walls, chases,
inaccessible areas, etc.
Samples of suspect ACM were collected from homogeneous areas. Homogeneous areas were
determined to be material areas uniform in color and texture that were installed at the same time
by the same contractor. The older the building and the more alterations that have occurred, the
greater the number of small and irregular homogeneous areas. Conversely, homogeneous areas
could extend through several buildings built at the same time.

Once homogeneous areas were determined, samples of suspect materials were collected in a
random manner from representative areas, which would cause the least disturbance to the
aesthetic and functional purpose of the material. The collected samples were sent to a licensed
and accredited laboratory for analysis.
All surfacing materials were considered suspect. All thermal system insulation that was a white
paste, mud, powder, or pre -formed material was considered suspect. Specifically excluded from
sample collection were the obvious non -asbestos -containing insulation such as fiberglass, foam
rubber, styrofoam, and urathanes.
All materials were searched for by inspecting each accessible room and space and by checking
above ceilings -and below slabs. Only non-destructive searches were conducted There may be
residual materials from previous insulations in wall chases and behind concealing plaster or brick
that were not accessible by the inspectors. There was also a possibility that suspect materials
contained within a "sandwich" of other materials were not found by the inspectors.
The only alternative to this procedure was to core all materials "daylight -to -daylight", rip open
wall chases and tear down concealing plaster and/or brick. ECI felt that destructive sampling
was not in the Clinic's best interest and not in the spirit of the AHERA regulation. If at a later
date, specific areas of demolition need to occur in association with renovation activities, further
investigation of areas considered none accessible at the time of this inspection and possible
confirmation sampling will need to take place.
In the inspection process, only major components of construction and insulation were inspected
and sampled. For instance, if the major component of a thermal system was fiberglass and all
fittings sampled were non -asbestos -containing, each individual fitting was not inspected. There
is a possibility that some selected individual fittings that were not sampled would be asbestos -
containing, and it would not be detected. Conversely, if any fitting sampled came back asbestos -
containing, all would be considered asbestos -containing, although there may be some that were
not.
Major fire/smoke stop materials used to seal penetrations in walls, floors and ceilings would be
sampled if extensive; however, it would be cost prohibitive, if not impossible, to sample each
sealant. Similar conditions exist with all minor patching materials throughout a building. All
that were identifiable were sampled, but a possibility exists that some were overlooked.
The inspection was performed in the spirit and the letter of the AHERA regulation. Due
diligence was exercised by the inspectors and all suspect major building material components
should have been identified and sampled. The possible exceptions include inaccessible areas or
minor applications that may have been overlooked. If any material cannot be positively
identified as non -asbestos -containing by this report, it should be treated as asbestos until a
sample can be collected and analyzed by a licensed and accredited laboratory.
III. ASBESTOS -CONTAINING MATERIALS
ECI's Asbestos Inspectors discovered no materials containing 1% or more fibrous asbestos at the
Site.

V. IMMEDIATE HEALTH HAZARD CONSIDERATIONS
Friability is the characteristic of a substance describing its ability to be crumbled, pulverized, or
reduced to powder by hand pressure. When applied to asbestos -containing substances, friability
describes the substance's fiber release potential. Since asbestos becomes a health hazard when
inhaled or ingested, the more likely an asbestos -containing substance is to crumble when
disturbed, the greater its hazard potential.
The Owner should maintain any area open to air movement free of friable material. Broken or
loose fibrous materials should be cleaned up and repaired if doing so will not produce more of a
fiber release hazard than already exists. According to Texas law, repairs or other "intentional
disturbance of any amount of asbestos -containing material" must be performed by an Abatement
Contractor licensed by the Texas Department of Health.
At the time of the inspection, ECIs' Asbestos Inspectors did not observe any material, which
could pose an immediate asbestos health hazard to anyone entering the BC2 Clinic.
VI. RECOMMENDATIONS
Based on observations made at BC2 Clinic and results of bulk samples collected, ECI makes the
following recommendations:
1. If any material cannot be positively identified as non -asbestos -containing by this report,
it should be presumed to be asbestos -containing until samples can be collected by a
TDH licensed asbestos inspector, and analyzed by a TDH licensed laboratory
conducting Polarized Light Microscopy.

Carl,
Here is the plan correction per your comment for the new MR.1 suite at the Scott & White Clinic. After
reviewing it with the owner, it was decided that we would leave the door location and swing it out of the
room. This resolves the issue of the door swinging into the turning space. Please let me know if any other
issues need to be resolved.
