The asbestos abatement was conducted at the Doux Chene Apartments located at 2101 Harvey Mitchell, located in College Station, Texas. Please keep in mind, if you are planning any future public or commercial building renovation or demolition, the Texas Department of Health (TDH) requires a mandatory asbestos survey section 295.34 subpart (c) of the Texas Asbestos Health Protection Rules of August 2000 in conjunction with the Environmental Protection Agency (EPA) Regulation 40 CFR, 61.145. These regulations require that an asbestos survey must be performed by a licensed Asbestos Inspector before any renovation or dismantling can be performed within that building. (A.E.A.) provide On -Site Project Management, Air Sampling and Analysis by PCM at the Doux Cherie Apartments located at 2101 Harvey Mitchell, in College Station, Texas. The purpose of the survey was to determine ambient airborne fiber concentrations during and after the removal of approximately 1,800 square feet of sheetrock with joint compound and texture and multi -layer flooring from the Doux Cherie Apartments located at 2101 Harvey Mitchell in College Station, Texas. The removal was performed in accordance with the the Doux Cheri Apartments project specifications and Texas Department of Health Protection Rules including using full containment's under negative pressure, three stage decontamination unit and wet removal methods. Inland Environments, Inc., of Kingwood, Texas performed the removal. Inland Environments, Inc. performed the removal in accordance with the Texas Department of Health Protection Rules and the A.E.A., Inc. Project Specifications. Mr. Joe Morales was the on -site supervisor for Inland Environments, Inc. On -site for A.E.A., air sampling, analysis by Phase Contrast Microscopy (PCM) and visual inspections were conducted by Mr. Fred Fletcher. During removal the following were noted: 1). The workers were wearing, Half -Face Respirators with dual HEPA cartridges during all asbestos removal. 2). Workers wore two (2) protective disposable suites. 3). The removal was performed under containment. Based on the results of the air sampling, persons occupying the area subsequent to the air sampling activities should not be at risk of exposure to airborne asbestos fibers at levels greater than the Permissible Exposure Limit (PEL) as determined by the Occupational Safety and Health Administration (OSHA). The results given in this report are compared to current OSHA and Environmental Protection Agency (EPA) standards relating to airborne fiber concentrations. An acceptable clearance level, as outlined by EPA when using the 1VIOSH 7400 Method Rev. #3, is at or below 0.01 fibers/cc. The current OSHA PEL is set at 0.1 fiberstcc for an eight (8) hour Time Weighted Average (TWA). This report contains data which is indicative of the conditions that existed at the time of the survey. It should be noted that these conditions could change as a result of any number of factors. Fred Fletcher calibrated these pumps, before and after each use. All calibrations were conducted with a Gilibrator, which is a primary standard, or a calibrated rotameter. * All vacuum source sampling equipment was calibrated by a Gilian Gilibrator, Serial Number 6045-H or a rotameter calibrated by same Gilibrator. Each set of samples was accompanied by a minimum of two blank filter cassettes that were handled, in the field, identically to the actual air samples. These blanks, which are required by the OSHA standard, represent at least ten percent (10%) of the total number of samples taken. The air and blank samples were analyzed using PCM. M 3.0 RESULTS Results from the analysis of each air sample are provided in fibers/cc of air in Appendix A, Air Sampling Results, found at the end of this report. Clearance air samples conducted by A.E.A. during the abatement did not exceed the 0.01 fibers/cc clearance level recommended by the EPA when using the NIOSH 7400 Method Rev. #3. It should be noted that the NIOSH 7400 Method Rev. 3 analytical technique used in conjunction with this survey measures all fibers that meet the method's counting protocol. If you find that identification of the specific type(s) of fibers collected in the air samples is required, complex analytical techniques involving Scanning Electron Microscopy (SEM) or Transmission Electron Microscopy (TEM) are available. iI 4.0 RECOMMENDATIONS 1. The T.D.H. regulation 295.34 subpart (g) requires that any asbestos remediation project consisting of 160 square feet, 260 linear feet or 35 cubic feet of material be designed by a licensed Asbestos Consultant. 2. The T.D.H. regulation 295.58 subpart (i) states that any asbestos remediation project must be monitored for the presence of airborne fibers and also must be visually cleared at the end of the project by a licensed Asbestos Consultant or a licensed Asbestos Project Manager to whom this work has been delegated. 3. If you do not already have one in place, establish a respiratory protection program for the individuals who will be required to perform work on the materials which have been determined or assumed to be ACM. This will also require an individual to administer the program and to maintain the medical records for the required personnel, (References: 29 CFR 1926.58). 4. Competent personnel who are skilled at this type of work and who will adhere to the strict OSHA and EPA regulations associated with asbestos abatement activity should, always accomplish asbestos removal, or abatement. 5. Consider immediate initiation of repair procedures to r air or remove all ACM that is in a state of P disrepair. This should include, but not be limited to, all damaged insulation and those materials that could be damaged by vibration, air erosion or contact. 6. Place warning signs in all areas where employees may come into contact with ACM when performing routine or emergency maintenance. This may require some materials to be physically marked.
